To vigorously promote our military's informationization construction, improve the integrated joint combat capability of our army under the conditions of informatization, "Build an informationized military and winning information warfare" has been the military building objectives. It is our army's the focus of the work content currently and for some time to come, that how to improve the integrated joint combat capability of our army. The new operational concept is proposed that is Web-based collaborative theater operations. It is the background that our military is vigorously promoting a new revolution in military affairs with Chinese characteristics and aims to win local wars under the conditions of informatization. It is in close connection with the preparation of our military's existing systems and operations theoretical system, aims at the joint operations of our military, particularly operations synergies that exist in major issues. It is on the basis of in-depth study of the U.S. military coordinated combat capability of the system, reference from its experience and achievements, and making full use of information network technology.Web-based Cooperative Engagement of battle zones consist of the following parts, the theater integrated joint operations command mode, command system, command formation and the principles of operational synergies, under the conditions of informatization. This paper focused on researching the constructing principle of the theater distribution operational synergies network, the network structure, function and operational applications, relying on the existing integrated command platform. A collaborative operational model of information flow was established, and a more coordinated system of the theater operations network was built. They provided a useful reference to the construction and development of the joint combat capability of our military and integration command platform. This paper also explored the web-based "group" entropy model to assess the operational synergies. According to the synergy targets, means of coordination and coordination of command, and on the basis of analyzing network key information elements, it was researched that the impact of synergies caused by the uncertainty of synergies time by commanders cognitive and the quality of the C2(Command and Control) system collecting and processing information.
