With the transformation of government functions and deepening of the reform ofthe "big department system", citizen-centered, to provide one-stop service, collaborationand sharing of resources between the various functional departments are becomingtoday’s most urgent requirements and challenges. Most of the reform aim is to integratethe functions of the same or similar departments merged into a larger department or toidentical or similar functions managed by a department as possible to avoid overlappingfunctions, policies from different departments, to improve administrative efficiency, andreduce administrative costs. Information construction in China, however, did not keepup with the pace of government reforms, but also meet the need to build "service-oriented" government can not today. The state has invested a great deal of financialfunds, the management system and operation mechanism is not yet distinguish clearlymakes information sharing standards different fragmentation and lack of effectiveintegration, formed a "islands of information" between government size department,thus affecting the practice of the process of information resource sharing betweengovernment departments.This article based on the transmission of information theory, the theory of theGovernment’s interest, through literature analysis and comparative analysis, explore itsoperational mechanism exists to the information sharing between local governmentdepartments on the basis of obstacles, and obstacles through in-depth analysisproducereasons, to draw on the practical results of the foreign government informationsharing, build operational mechanism of information sharing set to adapt to China’snational conditions, in order to effectively promote information sharing between localgovernment departments.
