A Study On The Operational Mechanism Of The Administrative Accountability System Of County Government

Since the 1980's, it has been a worldwide trend to strengthen the responsibilities of government officials and to build responsible government. In China, accountability system has become the latest development of political restructuring since SARS raged in 2003. But during the process of carrying out the administrative accountability system in our country, various problems and contradictions are still existing. Based on the definition of the concept and combing of relevant theories, this article makes a comparative analysis on the differences of theories and practices of the administrative accountability system between the West and China, studies the administrative accountability practices carried on in Yuanjiang, Hunan province with the aim to explore effective approaches to carrying out the administrative accountability system.The article consists of five parts: First, an introduction of the current situation about the theoretical study of the administrative accountability system in China and the West. Second, a presentation of the connotations, theoretical foundations , basic functions and principles of administrative accountability system; Third, an enlightenment came from the comparative analysis on the differences of the administrative accountability system practicing in western countries, Hong Kong SAR government and Chinese mainland. Fourth, an analysis on the operational obstacles of administrative accountability system grounded on a case of lacking administrative accountability system to deal with administrative nonfeasance at Yuanjiang, Hunan province.Last, suggetions on approches to setting up a long-term effective operational mechanisms of administrative accountability system.
