Research On The Accountability Mechanism Of Major Administrative Decisions Of Local Governments In China

Major administrative decision-making is an important administrative behavior of administrative organs,is the core of the administrative link,provides the specific administrative decision-making and the implementation of the indicative role.As a major administrative decisions by local governments will directly influence on social and public interests,so to the operation of major administrative decision-making of local government supervision is particularly important.The abuse of administrative decision-making is not only to social economy and the people's interests are serious damage,and would also be affected,the government authority is not conducive to the construction of responsible government.Administrative accountability is all the administrative activities of the negative consequences of the punishment,this will help in the major administrative decision-making of local government in the operation of good supervision effect,for the perfection of administrative accountability mechanism will strengthen the local governments of major administrative decision-making scientific,democratic and rule of law.But in the actual process of accountability,due to a lack of accountability of the unified legal system,and the existing laws and regulations and interoperability is not strong,the failure of subject of accountability,accountability object is difficult to determine and liability forms are not clear,it will be difficult to achieve major administrative decision-making of local government accountability mechanism of implement.Under such a background,this paper tries to improve the major administrative decision-making accountability system and promote the major decision-making accountability measures two aspects to perfect our country major administrative decision-making of local government accountability mechanism are proposed.
