The battle engineering support is a series of engineering measures that consist of fieldwork constructing and camouflaging, barrier constructing and obviating, roads building and bridges putting, and so on, which is carried out in order to ensure the battle operation being fufilled effectively. In the modern warfare, the battle engineering support plays an important role in concealing battle deployment, enhancing viability of the troops in battlefield, ensuring rapid action in battlefield, etc. It is an important assurance to win in joint operations. Because of the battle engineering support has many characteristics, such as the randomicity of engineering support mission, the combination of engineering forces, the variability of engineering support environment and the diversity of engineering support methods, it is very complicated to organize and command the battle engineering support. Especially, there is lack of valid means about quantitative analysis and scientific evaluating to optimize the choice of engineering items, establish and evaluate the engineering support plan, duly adjust and control the progress of engineering support, etc. The commander often organize and command an engineering mission accordiong to qualitative analysis and their experiences command. As a result, the troops and equipments are used inefficiency, and the support effect is not ideally, so the command methods must be improved and innovated.Compared with the traditional management, the project management has a lot of unique aspects. The project organization is more flexible, and has broader knowledge area. The project management adopts some particular tools to deal with the "three targets control" problem. Also because it can tremendously enhance the working efficiency of the manager and the success rate of the project, it has been widely applied. Especially owing to the enterprise strategy, the multi-project management theories and methods have changed the project management from satisfying tactical target that pursues single-project success to satisfying strategic target that pursues the best organization's efficiency, and it also have changed the resources allocation from static allocation to dynamic allocation. It provides a technique method for the management of the battle engineering support .This thesis considered the battle engineering support as a dynamic programme. Firstly this paper analyzed the problems of the existing battle engineering support command methods based on project management theories, and point out some uncertain factors in battle conditions, such as the random item and the changing environment, are the main difficulties faced. And the lack of valid methods is the principal reason for the low efficiency of the troops and equipment, which causes mission scope improperly, the plan establishment not scientific and the project progress unpunctual. Secondly, the model of gradually and dynamically allocating the troop forces was put forward by appling the theories and methods of project management. which could improve the commanding process and lower the uncertainty of the battle engineering support. Then this paper studied the improvement of commanding method in this model, and put forward some schemes to improve the efficiency and rationality of the operation commanding, such as completely analyzing the support need by combining the probability work breakdown structure with retrorse discursion, and accurately defining mission scope by mathematics programming, and establishing support plan by combining the network optimization with the fuzzy comprehensive evaluation, and realtime controlling the operation by combining phase controlling with the dynamic adjusting. Finally, through a tactical scenario, this paper introduced the applied methods and process of the model of troop allocation in commanding battle engineering support.
