Security controlling and preventing system is the control and defense against the criminal activities, focusing on prevention, controlling social unsafe factors and criminal activities. It explores, unifies and coordinates various preventing and controlling factors and other relative social resources; and therefore, it is a new effective preventive and settling police affair operation mechanism. Since the 1990s, in order to follow the trend of dynamic development of public security everywhere in China, public security organs have carried out the public security controlling and preventing system construction pilot project. With the Hangzhou Conference and The Twentieth National Public Security Conference in 2003, the construction of public security controlling and preventing system was launched all over the country, especially in the year of 2006, the year for basic-level and basis reform, which provided a systemic support for the powerful improvement of public security controlling and preventing system. The public security preventing and controlling system of Jiangsu Province, led by 110 Police Service Center which controls five preventing networks (street patrolling preventing network, community countryside preventing network, public security post preventing network, science and technology preventing network, internal unit preventing network), through four defending lines (five-minutes urban central police reaction system, 15-minutes urban supporting reaction defending line, thirty-minutes surrounding city reaction defending line, two-hours provincial unified action defending line), relying on six mechanisms (practical battle commanding mechanism, information-leading mechanism, service operational mechanism, direction encouraging mechanism, social mobility mechanism, organizing and coordinating mechanism ), implements the unity of point, line and area to reach using action to control action, using fastness to conquer fastness, and the aim of controlling the present criminal offences.As a dynamic police affair operation mechanism preventing crimes, public security prevention and controlling system and necessarily complement each other. Therefore, from the perspective of exploring the theoretical basis of and the empirical support of from the angle of the practice of the construction of public security prevention and controlling system, the rational and emotional interaction, is just the indispensable link of the two-way interaction of theory and practice.First of all, from the perspective of criminological prevention theory, several theories provide the theoretical support for the practice of public security prevention and controlling system. The social controlling theory is the theoretical basis for public security prevention and controlling system. Criminological prevention theory includes social prevention, the victim prevention, public security prevention and criminal fine prevention and other levels. In the construction of five networks and four defending lines of public security prevention and controlling system, the public security prevention and controlling system led by 110 reveals the strong points of modern police, that is, using fastness to conquer fastness, using time to change for space, which contains both the concept of crackdown of criminal fine prevention and the concept of controlling in public security prevention. Community prevention network reveals the concept of social prevention and victim prevention, that is, social public security is in the charge of society, the people's public security is in the charge of people. In the construction of street patrolling network and internal unit prevention network, basing on the unity of particular work and mass line, there has formed a trend of preventing special time and space and vital part, which reveals the concept of public security prevention. While community prevention network, street patrolling network, internal unit prevention network and scientific and technological prevention network all follow the environment prevention theory in the criminological prevention theory, and in the corresponding relation of two-way interaction.Secondly, we could deduce the forward-looking property of criminological prevention theory from the necessity of the construction of public security prevention and controlling system. Criminological prevention theory which was refined by generations of criminologists has formed a precious fruit. However, from the process of the struggling with crime in our country, there is still a gradual process to recognize the scientific and effective nature of prevention of crime, which is mainly seen from three national large-scaled crackdowns and numerous special struggles. In the practical struggle with illegal activities, the government and public security organizations both effectively control the increase of crime rate by crackdown and various special struggles so as to realize the fundamental change of social public security, however, after the ineffective control of increasing and frequent occurrence of criminal activities after 83 crackdown, 96crackdown and 01 crackdown and plenty of special struggles, government and public security organizations gradually realize the importance of the equal weight of crackdown and prevention, treat by looking into both the root cause and symptoms, while emphasis is on the root cause, especially in the background of constructing harmonious society, the construction of public security prevention system is notably important. Therefore, in some sense, the three crackdown and numerous special struggles are also the process for public security organizations to realize the importance of prevention and a process to testify the criminological prevention theory. We could say that the construction of public security prevention and controlling system proves the scientific and forward-looking properties.Thirdly, the micro operation of public security prevention and controlling system proves the feasibility of criminological prevention theory. The micro design of public security prevention and controlling system carries out the technological operation of specific security prevention through patrolling and prevention network, community prevention, position control, technological defense, public security post and other perspectives. They include social control theory, environment prevention theory, and criminal field theory. The above prevention nets increase crime risk and the cost of committing the crime so it prevents the happening of crime. This concept just discloses the environment prevention theory.Fourthly, the operation and improvement of public security prevention and controlling system reflect the difficulty of implementing criminological prevention theory. The successful practice of public security prevention and controlling system is the reflection of criminological prevention theory, while criminological prevention theory provides the powerful empirical support for the effective operation of public security prevention and controlling system. The practice without theory is blind and the theory without the test of practice is hollow. Therefore, as a new and dynamic police affair operation mechanism preventing crimes, in order to achieve public security prevention and controlling system has to be guided by criminological prevention theory, make clear the position, well plan, scientifically predict and correct prevention and controlling area in accordance with criminological prevention theory and refine operation. It is only this that it can realize the predicted aim of public security prevention and controlling system.
