About social transformation, the scholars of our country have different views. Looked from the legal science angle, at present our country is being in the traditional society to the modern society transition time. Along with the planned economy to the market economy switcher, China started to step the endless path from the rule by people to the government by law the society reformed. Our country legislator experienced the legal function understanding from the instrument of dictatorship to the ruled plan of a nation transformation, legislator's idea from the traditional governing of policy to the government by law transformation. The social transformation requests the transformation of the legislation mentality at the right moment. In the social transformation time, our local legislation had the rapid development. Our local legislation starts from the exploration to perfection increasingly, up to now has experienced more than 20 years course. As the socialism legal framework an important constituent, the local legislation played the role in social life each aspect which could not be substituted. The local legislation had guaranteed the legal and regulations comprehensive implementation, accumulated the experience for the national legislation. However at present the history of local legislation is short, many systems still were in the exploration and establish gradually in the process. Therefore local legislation also had various problems in reality, such as local legislative procedure problem, the inclination problem to departmental benefit, legislation hearing problem and so on. In social transformation, this article makes the analysis to social transformation and the local legislation relation, pointed out social transformation requests the perfection of local legislation. Under this premise, we analyses the problem which exists to local legislation on the system analysis, discovers the local legislation the insufficiency. From the local legislative procedure problem, the inclination problem to departmental benefit, the hearing system problem and so on ,we propose the countermeasure of the perfection of local legislation, and promote our local legislation development.
