The dissertation mainly studied the formation, development and influence of India's 'look to east' policy. With India's rising in Asia, ASEAN's becoming more and more outstanding in Asia, regional cooperation's getting popular and reciprocal under globalization tide, it is more important to study 'look to east 'policy. The dissertation analyzed the reason, development and foreground of India's foreign strategy toward ASEAN, so that we can use for reference and constitute our own foreign strategy to develop relation with India and ASEAN, to maintain the steady cooperation with neighboring countries, to create a good surrounding for peaceful rising.Many scholars and articles studied India's 'look to east' policy, but they are not so systemic and are scattered.First part of dissertation stated the formation of India's 'look to east' policy. The statement concludes formation of economy, politics, security cooperation between India and ASEAN.Second part of dissertation stated the development of India's 'look to east' policy. The statement concludes development of cooperation in economy and politics between other East Asia countries and India.Third part of dissertation stated economic and non-economic factors of formation of the policy. Non-economic factors include great power strategy of India and geo-strategy of India. Economic factors include requirement for India to join in the high speed development of East Asia and reciprocal economy of India and ASEAN.Fourth part of dissertation stated influence on India and other countries. Influence on India includes both economic and political influence. Influence on other countries includes influence on India-Japan's, India-China's, India-America's economy and politics, influence on Southeast Asia's security.At the end, dissertation stated advantages and disadvantages of development of India's 'look to east' policy. Advantages include intemity in history and culture between India and ASEAN, and high speed development in economy of both sides. Disadvantages include support with reservation of Japan and America and alertness to India's 'look to east' policy of southeast countries.Study methods include:1. Combination of theory and reality.2. Combination of history and reality. For example, stated historical development of India and other related countries, analyzed formation and influence of relation between these countries.3. Combination of micro and macro study. For example, analyzed influence of 'look to east' policy to different related countries in using international relation's theory macrocosmically, analyzed trade and invest between India and other related countries with detail statistic microcosmically.
