After Cold War and the Soviet Union's breakup,India lost important strategic and trade partner and the internal situation is severe.Meanwhile,ASEAN(the Association of Southeast Asian Nations),located in the east of India,developed rather quickly and the economy scale is relatively bigger.In order to relie the rigorous relations between Indian and ASEAN,when Premier RaoP.V.Narasimha took the power,the government put forward a policy named “Look East Policy”,directing to ASEAN to introduce foreign investment and develop internal economy.When entering 21 st century,China has become the second biggest economy,playing increasingly important role in Asia-Pacific region,India was gradually unsatisfied to develop bilateral and trilateral relations only with ASEAN on economy,military,politics and diplomacy.India wishes to develop bilateral and trilateral relations with Asia-Pacific countries and integrate into the comprehensive development of Asia-Pacific region,to act as an “balancer”in Asia-Pacific region,enhance India's international influence and contest for dominant right with China.After assuming office,Premier Modi upgrade “Look East Policy” to “Act East Policy”,which to some extent enhances the relationships with East Asian countries,hoping to attract more investment flowing into India.India emphasizes its existence in East Asia in light of deepening the comprehensive relations with China's neighbours,such as South Korea,Japan and Mongolia.India would like to intervene Asia-Pacific affairs on the basis of Sino-Japan historic problems and disputes of South China Sea to become a balancer.India continues to keep good economic and politic relations with ASEAN and develop friendly relations with the countries in South Asian Sub-Continent so as to keep its leadership in this area.Meanwhile India enlarge the economic relations with China and deepen the military and security cooperation with United States in Asia-Pacific.India showing its kindness economically and rudeness militarily,to much extent,influences the relations between India and China.Close economic cooperation is beneficial for mutual relations,but the lack of mutual trust and disputes of South China Sea agitated by India may direct the relations to a complicated and changeable situation.China can make full use of multi-organization,such as “One Belt One Road”,“Gold Bricks Band”and “Shanghai Cooperation Organizaiton” to enhance cooperation and boost mutual-trust with India in Asia-Pacific region.
