From The Perspective Of Multi-center Governance The Dalian Municipal Government Guides The Sustainable Development Of Chambers Of Commerce In Different Places

In the process of modernization development,local governments have actively responded to the call of the state to build a social governance community,guided and encouraged social organizations to participate in the practice of local governance modernization,so as to promote the formation of a polycentric governance situation of "government-led,market-assisted,and social coordination".With the continuous deepening of administrative reform,the transformation of government functions in the new era should adapt to the new changes in the development stage,build a new pattern of government functions that adapts to the new development pattern,adjust from the relationship within the government to the transformation of the relationship between the government and society and the market,and change from the manager as the center to the service object as the center,so that the market can play a decisive role and better play the role of the government.With the vigorous development of the market economy,among the many entities involved in social governance,the chamber of commerce in other places serves as an important bridge for cross-regional communication between political and business circles,and has an important impact on local political construction,economic development and social governance.The government’s management of chambers of commerce in other places should also gradually adapt to the new trend of the transformation of government functions,from the traditional "rigid supervision"method to the management mode based on "guiding services".While ensuring the effective implementation of rules and regulations,we will legally and reasonably provide policy support and economic services to industry business associations such as chambers of commerce in other places,enhance their social credibility,and escort industry business associations to undertake the transfer of government functions and better participate in social governance.This paper takes Dalian Non-local Chamber of Commerce as the research object,the research content is mainly divided into three parts,the first part is the research background,related concepts and theoretical basis,the use of literature analysis method to sort out and analyze the relevant research results at home and abroad,and put forward the innovation points and shortcomings of this paper.Introduce the concept of off-site chambers of commerce and the polycentric governance theory and postmodern public administration discourse theory adopted in this paper;The second part is the current situation of the Dalian Municipal Government guiding the sustainable development of the chambers of commerce in different places,using the literature analysis method and the investigation and research method to obtain the basic information such as the establishment time,the location of the meeting site,the membership scale,the charter and system of the chamber of commerce in Dalian,and carry out statistical collation;Using the interview method and comparative analysis method,from the three aspects of political guidance,business environment construction,and participation in social governance,the Dalian Municipal Government’s guidance work on chambers of commerce in different places was analyzed,and the problems of incomplete political guidance,lack of business environment construction,and solidification of participation methods in social governance were summarized and analyzed in the government guidance work,and by drawing on the more advanced work models of Qingdao,Dongguan,Shenzhen and other cities,the Dalian Municipal Government put forward the improvement suggestions and measures for the guidance of chambers of commerce in different places;The third part is the conclusion and outlook.It is concluded that the Dalian Municipal Government should make corresponding work adjustments and improvements from the aspects of strengthening the leadership of party building,improving the working mechanism,continuing to promote the simplification of administration and decentralization,strengthening the top-level design,optimizing the rule of law and public opinion environment,improving the governance model,highlighting the role of the platform,and cultivating a high-quality talent team.This paper aims to straighten out the relationship between organizational leadership and political leadership,control and guidance,management and service,explore a new path for the sustainable development of dalian non-local chambers of commerce in the new era and new path,try to break the traditional single-center government-based governance model,and build a multi-center governance model in which the government plays a guiding role,pays attention to the collaborative governance of non-local chambers of commerce,and the participation of chamber members in autonomy,so as to provide reference for the construction of new government-business relations,thereby promoting the transformation of service-oriented government.Promote the comprehensive deepening of reform and sustained and healthy economic and social development,and promote the realization of the goal of national governance capacity and the modernization of the governance system.
