Non-local chambers of commerce are a kind of the third organization appearing inthe middle of1990s. It is a non-profit organization made of owners of privateenterprises from the same districts but where the enterprises are. The symbol ofappearance of non-local chambers of commerce in china is the found of chamber ofcommerce in Wenzhou, which is a special outcome of economical society in china. Asthe reform and opening up going and development of non-public businesses and freeflow of private capital in different districts, chambers of commerce begin to show up.Non-local chambers of commerce are links of governments and enterprises andgovernments in ancestral home and enterprises located. The goal that non-localchambers of commerce pursuit comes to the same with long-term objectives of localgovernment. Then it intervenes social management gradually by its economicalperformance and special organizational advantage. Also it has an effect on work outand execution of public policy. Non-local chambers of commerce in Xinjiang, a bridgeof party committees, governments and enterprises in and out of Xinjiang, play animportant part in political participation, economical construction, social management,culture integration and so on. This paper focus on non-local chambers of commerce inXinjiang, analyzing its human resource management based on expoundingorganization system and present situation.
