The Project Management Research On Heilongjiang Fire Protection Information Network

With the rapid increase in the national economy, the emphases of the tasks for the fire force changed from cities to townships as well. Using the traditional ways of fire control, it was far beyond the requirement from the society. That was the reason for the project of computer network and the information system in perfection and high efficiency to meet the new situation. Started from 2005, the Fire Bureau of Heilongjiang Province entered the period of his IT system construction. This is the background of the paper content. The main topic of the paper discussed the project management in various phases.The paper divided into 5 parts. The 1^st chapter was a general description. In this part, it presents the background, the purpose, the sense and the situation in the nation and abroad in IT project management. It shows the ideas in the paper and the innovation in it as well. The 2^nd chapter described the theorem in project management. It pointed out the characteristics in this area. The 3^rd chapter starts its job from the various tasks of the project preparation. Its mainly includes the project background, the situation in the IT infrastructure before the project, the introduction on the unit to take on the project, also the analysis of the system will be built. The preparation, the WBS for the project and the structure of the organization were introduced in this part. The time table, the budget and some other aspects concerned composed part of this chapter. The 4^th divided the project into 3 phases. Those were the definition of the implementation plan, the way to control the implementation in efficiency, and the methods to ensure the results in the organization, teamwork and risks preventing. The 5^th was the introduction of innovation in the project management. It discussed the usage of the software tool to control the implementation in the project as a whole.Through the foundation of the Matrix organization, the Heilongjiang Fire IT network project changed its management teamwork as it used to be. The time periods and the costs were controlled well, though the way of Neat-Value Analysis with its series methods. Till now, more than 10-million RMB investments were put in the project. The duration of the project was 2 years. Various specifications showed the project met its targets. The Fire Bureau of Heilongjiang Province jumped up at his work in IT aspects. With the success of the project, that gave us valuable IT project management experiences both in theory and practice. And also it built the foundation for the organization to improve his skills in IT project management.
