Ever since the implementation of Regulations on the Normalized Management of the Public Security Fire Fighting Forces formulated by the Fire Department of Ministry of Public Security since July 12,2012,each fire brigade has formulated various formalized and detailed management rules according to its own management,and the normalization construction of the firefighting forces has upgraded to the height of system management.The construction of the camp,as the carrier of daily life and training for officers and soldiers,can be regarded as one of the focuses of firefighting force management and construction.It is an important component of regularized construction and also an important factor that affects the combat effectiveness of the fire fighting force.The management of fire fighting force usually take human management,not only consume commanders a lot of energy,but can not improve managerial effectiveness.It is imminent to use technical method to replace the manual labour.In the new era,with the continuous deepening of the reform of military units and the ever-changing information construction,the intelligent construction of fire-fighting camps is imperative.In this thesis,technologies such as ASP.NET,Internet of Things,artificial intelligence and object oriented method are comprehensively applied to develop a smart camp management and control system for the fire-fighting force.It has realized the function of vehicle entry and exit management,personnel entry and exit management,visitor entry and exit management,electronic sentry management,inspection and checkout management,attendance management,patrol management,illegal reminding,comprehensive inquiry,statistical analysis.It also used to strengthen the regularization of troops by scientific and technological means.Based on the public security network operation,this system adopts the architecture style that combines C/S and B/S.The basic data will dock with the fire brigade force integrated service management platform through the Web service data interface.License plate recognition,fingerprint face recognition,RFID radio frequency equipment are used to collect data and identity authentication,which can achieve to timely and effective alerts for abnormal management information.When the irregularities occurs,the management personnel can be reminded at the first time by using mobile phone test messages.At present,the fire-fighting force's smart camp management and control system has been rigorously tested by functional testing,performance testing,reliability testing,usability testing,and accuracy testing.It has been put into use by Wuhai Public Security Fire Brigade and has been operating normally for 8 months.The average registration rate of vehicles,people,and visitors has increased by 3 minutes.The checkpoints and sentinels are 100% self-registered,with over 8,500 daily management records,and 568 exception management reminders.The system automatically conducts daily inspection of the force management instead of the previous monthly or quarterly inspection model of the former regularization management of the fire brigade,which has greatly improved the efficiency of standardized management of the force.
