| In the new round of reform of Party and state institutions launched in 2018,the Ministry of Emergency Management was established,and 200,000 officers of public security fire and armed police forest were reorganized and transferred,which has become a milestone event in the construction of China’s emergency management system.The reform of fire control and rescue system spans the military and local systems,and has blazed a unique path that is different from other countries in the world,the army,the police and the general government agencies.It is of great research value and practical significance.This paper chooses Sichuan fire rescue organization reform as a case study,mainly has three aspects of significance: First,to enrich the literature research of fire rescue organization reform,play a role of casting a brick to attract more.Second,based on the case of the reform of Sichuan fire institutions,the specific measures and results of the reform of Sichuan fire institutions are clarified,and the problems and reasons in the reform are pointed out,and countermeasures and suggestions are given,which can help Sichuan fire institutions to improve the reform step by step to a certain extent.Third,for other areas similar to the reform of fire institutions through reference.To study the changes,effects and problems of the fire rescue system reform in Sichuan Province,focus on finding the structural and institutional problems existing in the reform process,further analyze the causes,and put forward solutions to the cases,which can provide reference for the construction of the fire protection system in other regions of China,and improve the level of specialization and professionalism of the team.The core content of this paper mainly includes five aspects: First,the background of the reform of Sichuan fire rescue institutions,including the evolution of the new China’s fire rescue system and the background analysis of the reform of fire rescue institutions;Second,principles and measures for the reform of fire rescue institutions;Third,the effectiveness of the reform of Sichuan fire rescue institutions,including the overall effectiveness of the reform,fire rescue capacity,occupational security and spirit of the effectiveness;Fourth,the analysis of the problems and causes existing in the reform of Sichuan fire rescue institutions,on the basis of the analysis of the problems to explore the causes;Fifth,countermeasures and suggestions for the reform of Sichuan fire rescue institutions,including system design,strength construction,social environment and other relevant protection countermeasures and suggestions.In this study,mainly on the basis of literature review,through field research,combined with the questionnaire survey method to carry out research.The main conclusions of the study are as follows: First,the reform of Sichuan fire rescue institutions has achieved certain results,which are manifested in the overall benefit of the reform is relatively obvious,the fire rescue ability is improved,and the occupational security and spirit are improved to a certain extent;Second,the problems existing in the reform of Sichuan fire rescue institutions include fire prevention and control,rescue ability and occupational security.Third,the reasons for all kinds of problems in the reform of Sichuan fire rescue institutions come from three aspects:system design,strength construction and social environment.Fourth,Sichuan fire rescue institutions need to be actively optimized in four aspects,respectively,system design,strength construction,social environment,relevant implementation guarantee and so on. |
