The Research Of Fire Security "Firewall" Project Instruction

Aiming at China,s present serious fire situations and the existing problems in firesupervision and management and fully drawing lessons from the foreign experiences andpractices, this thesis summarized the general situations of fire disasters in China from theyear2011to now, making an introduction of China’s present fire supervision andmanagement model in particular from the perspectives of range, mode, organizationalinstitutions and personnel system of fire supervision and management, and accordinglyanalyzing the existing problems and causes in China,s fire supervision and managementmodel. Based on the analysis of the present fire management situations in Shijiazhuangcity from the perspectives of management system, fire fighting rescue force, presentsituation of fire facilities and management of government departments, this thesis pointedout the main existing problems in fire management model during the transitional period ofShijiazhuang city, and made a deep analysis of these problems through the factors ofhistorical governance reason, concept of management department and restriction of publicfire safety awareness, making a scientific definition of the project of constructing the“firewall” of social fire safety from the theoretical level and putting forward the corecontent on the construction of the “firewall” project. The core content on the constructionof the “firewall” project included: implementing four responsibilities, namely theorganization and leadership, the supervision and management, the facility construction andthe examination and evaluation of the government department,s fire control work;improving four levels, namely the public security organization,s examination andregulation of the hidden fire troubles, the standardization of fire supervision andenforcement, the fire propaganda and education, the innovation of social management;tamping four bases, namely the construction of fire prevention and control system in ruralcommunities, the facility construction, the work of mass prevention and mass treatmentand the team construction; enhancing four abilities, namely the examination andelimination of hidden fire troubles, the organization of distinguishing the fire at the initialstage, the organization of the personnel evacuation and escape and the training of firepropaganda and education. Meanwhile, this thesis selected evaluation indexes, clarifiedthe evaluation standards, built the comparatively scientific and feasible evaluation system of the “firewall” system, made the evaluation about the initial practical effect and finallyput forward the safeguard measures for th e implement of the “firewall” project..
