| Normalized construction of the fire and rescue force is guided by the spirit of general Secretary Xi Jinping’s important lecture and the important discussion on emergency management,based on the rules and regulations of the national comprehensive fire rescue team,adhering to the political construction of the team,the reform of the team,and the rule of law.Efforts will be made to establish a normalized construction standard system that meets the requirements of duties and missions,complies with the standards of disciplined forces,and has professional characteristics,so as to provide a strong guarantee for preventing and defusing major security risks,responding to disasters and accidents of all kinds,and protecting people’s lives and property and maintaining social stability.On Nov 9,2018,President Xi Jinping,also general secretary of the Communist Party of China(CPC)Central Committee and chairman of the Central Military Commission(CMC),presented a flag to the national comprehensive fire and rescue force and delivered a speech,calling for "upholding the standards for the construction of disciplined forces" and "two stricts and two precepts".Since the reform,the fire rescue station further implement the spirit of precepts and the superior guiding ideology,always adhere to the "five don’t shake",to"normalization,specialization,professionalization" as the direction,ranging from without,first try first,in accordance with the "high standard hardware facilities,software construction specification complete,team management,precise fine" goal,actively promote transformation and upgrading of team and regularized.However,after careful comparison,there are still gaps and deficiencies between the current team regularization construction and the requirements of the new way of fire rescue team construction with Chinese characteristics.In this thesis,combined with the theory of bureaucratic organization,incentive theory and other related theories,taking Q city fire and rescue force as an example,using interview method,questionnaire survey method,comparative research method and other methods to analyze the problems existing in the normalization construction of fire and rescue force.Study found that in the process of fire and rescue force and regularized exist in education management and "category,multi-level" team don’t match,team construction,and the function of "the national team,the main force" location does not match,rights and interests protection and force of "new demands and new hope" does not match,a team construction and the task of "diversification,specialization" need not match,And summed up the new situation of personnel thinking,management mode of new adjustment,safety work encountered new challenges and other reasons.Based on the above problems,according to the theoretical framework of bureaucratic organization,this study compares six characteristics of rules and regulations,power system,impersonal,formal choice,division of labor,and career orientation.On how to proceed with the fire and rescue force construction in the new period is put forward to strengthen the team management education,strengthening the construction of grass-roots party organizations,to explore new commanders relations,promote the construction of talent team,enhance professional rescue capabilities,six measures to improve the professional security mechanism,in order to further strengthen the fire and rescue force and regularized work provided the necessary reference. |
