The Construction Of The Service-oriented Government In China Under The Economics Perspective

It is a great trend to extensively promote and gradually build up the service-oriented government in the global scope. With the development of the socialism market economy,the globalization and the information technique revolution, especially the new situation, new circumstance of China joining to the world trade organization, our country's administrative management system has been influenced profoundly, at the same time, put forward a higher request. China Premier Wen Jiabao raised formally that building a service-oriented government on February 21, 2004 at the ceremony of the graduation of the major leading cadres at provincial and ministerial levels for the research topics of establishing and implementing the scientific concept of development. And he reaffirmed it on March 8, 2004, when he participated in the discussion of Shaanxi delegation of NPC. And then, building a service-oriented government has formed consensus in the whole country. It is generally considered building a service-oriented government is the tendency of the reform of our government administration. Especially, Premier Wen Jiabao in 2005, "the government work report," formally proposed the demands that "make efforts to build a service-oriented government, to innovate the government administrative style, to focus services with management, and to better serve for the grass roots, businesses and the public". All levels of government should further intensify the governmental self-reform. Therefore, putting forward the suggestion on the research of the theories of the service-oriented government and combining the realistic circumstance of the Chinese government reformation have important realistic meaning.The central idea of the text is through the introduction and research of domestic and international relevant government construction theories, to do an overall examination of the reality of Chinese government reform and to investigate the construction of the service-oriented country from the aspect of economics. Thus raise the practical operated framework of the establishing the service-oriented government with the expectation to give some theories support to it.The body of the text can be divided into six parts: the first part mainly introduces the aim and meaning of the research, the train of thought, the major methods, the structure and the content of the text. The second part is the comment and review of the related theories and research. In this part, the author mainly introduces the basictheories and research status of the service-oriented government, domestic research status, the introduction and definition of the basic concepts. The third part is the practical analysis. In this part, the author uses the experiences of the developed countries for reference to analyze the existing problems in the practice of establishing the service-oriented government in our country. The forth part is the theories. In this part, the author analyzes the establishment of the service-oriented government from the aspect of the economics and to make a conclusion in the followed fifth part. The conclusion is the advices and suggestions of establishing the service-oriented government in our country can be discussed from six aspects. There are modeling the thought of government service administration, positing the government function reasonably, perfecting supervisory system, establishing the sound government achievements evaluation system, enhancing the quality of the civil servant group, and dealing with the relationships mentioned above all. Finally, on the base of the conclusion of the whole text, the author makes an objective expectation of establishing service-oriented government in our country.
