Construction Of Service-oriented Government In The Context Of Economic Globalization Research

Since the nineties of the 20th century, economic globalization has become anirreversible trend for the world economic development. In order to realize the greatpurpose of socialist modernization, China should speed up the economic developmentand be in perfect harmony with trends of globalization. However, the economicglobalization is a double-edged swords, it brings us not only opportunities fordevelopment, but also challenges to our governmental system. Being a developingcountry, the vital task is to set up a practical, realistic and responsible government, anopen, honest, and effective government, which required that we should change thetraditional government function, strengthen the public service function and set upservice government.In this paper many research methods from public administrative, management,politics, etc, are applied, and a lot of cases are analyzed by linking theory withpractice, and combining qualitative analysis with quantitative analysis.Service government pattern was first turned up in the eighties of the 20th century,with the public administrative reform waves swept across the entire capitalist worldas its main symbol. And at the same period the new public management theory andpublic service theory were produced in the western. The reasons for the upsurge ofserviced government in our country have something in common with the Western,such as the discontent with the inflated departments and ineffciency of thegovernment. However, due to the specific situations of our country, we could notcopy the west pattern, and must explore in the practices, enrich and perfect graduallyin theory.In this paper the author firstly analyzed the great background of the economicglobalization, and pointed out its new characteristics, the challenges and requires tothe government of our country, and made clear the reform direction of ourgovernment management. Then analyzed that the theory base of service governmentis Marxism theory about government function, public election theory, democratic administrative theory, the west governmental re-construction theory and governtheory. In the last part, It also made a lot of cases analysis on the practical situationsof the service governmental canstruction in local governments. And the authorconcluded the difficulties and problems in the process of our country's servicegovernmental construction, such as mental stagnation, the passive attitudes ofadministrations. But it is the trend of the times and the desire of the people. A greatsocial project couldn't be accomplished in one move. We should go ahead with thetransformation of government function,perfect and strengthen the public servicefunction of the government, advance the construction of service government in ourcountry, and meet the challenges of economic globalization with a positive attitude.
