Studies On The Problem Of Administrative System Of Villages And Towns

From the beginning of 21 st century, China has entering a new period of building a well-off society in an all-round way. As an important measure to promote the well-off society building in the countryside, the fifth Plenary Session of the 16th Central Committee of the Communist Party of China (CPC), which was held in 2006, promoted to build the new socialist countryside. As the most primary regime organization in the countryside of our country, current administrative systems in villages and towns are not suitable for the development of economy and society in the countryside seriously. Therefore, the reform of villages and towns is one of the hottest research topics by many researchers and specialists.This thesis researches on the basic theory of rural reform, analyzes the existed problems in current Administrative System of Agricultural Township, reasons and the common problems for all kinds of rural reforms. The aiming, principles and main contents for the reform of rural system are proposed, and some suggestions are given in detail to promote the reform of rural system and building modern villages and towns. The main ideas are listed as follows.First, the orientation of administrative system of villages and towns is not just to decrease the person, the management and the cost, but to definitely define the functionalities of villages and towns, and strengthen the public service functionalities.Second, the key to the reform of administrative system in villages and towns is to classify different villages and towns, and to define the functionalities of villages and towns on the basis of their classification. Reasonably allocate the financial revenue in different level, and establish the financial system which is suitable for the functionalities of villages and towns.Third, according the principle of "functionality by cost" and the new model of "government buy the public services", promote the reform of None-profitable Institutions in villages and towns and strengthen the capabilities and efficiency of public services.
