Research On The Reform Of Township Government Institutions From The Perspective Of Public Service

In February 2017,the General Office of the CPC Central Committee and the General Office of the State Council issued the "Opinions on Strengthening the Capacity Building of Township Government Services" to fully deploy the capacity building of township government services."The main goal is to improve the service capabilities of township and township governments,enrich the service content,make service methods more convenient and improve the service system by 2020.We will basically form a functional,scientific,orderly operation,strong security,efficient service delivery,and a service management system for township governments that is satisfactory to the people.In particular,the Party's 19 th National Congress report mentioned that "the implementation of the rural revitalization strategy." Agricultural and rural farmers is a fundamental issue related to the national economy and people's livelihood.It must always be a top priority for the whole party to solve the issue of "three peasants"."The key hub for the implementation of the party's great goals is still the grassroots township government.As the most basic organ of government in China,the township government is an important executor of national laws,regulations and policies to the "last kilometer",the most basic manager of economic work and an important provider of basic public services.It is an important organizer of grassroots governance.How to make the public service function of the township government fully play its role and better solve the actual problems of the grassroots people;Better serve the good,orderly and rapid development of enterprises;To better integrate the ecological and social environment at the grassroots level,we will "establish and improve the institutional mechanism and policy system for the integrated development of urban and rural areas,and speed up the modernization of agriculture and rural areas in accordance with the general requirements of prosperous industries,ecological livability,rural civilization,effective governance,and prosperity.The goal of achieving higher quality,more efficient,more equitable and more sustainable development requires.The township government is the tentacles of our country's policy extension.How can the township government play its own functions and solve the fundamental problems of rural areas and farmers.Therefore,how to rationally adjust the structure of township government,improve the function of basic township government public service,optimize the allocation of basic township public service resources,speed up the transformation of township service-oriented government,and better serve the countryside is the final destination of our reform of township government structure.This article will take the township government structure reform research as the starting point and the goal,to the township government organization present situation and the government structure to the administrative function influence the problem and the reason that the systemic research,combined with the T county B town government to carry on the case analysis.This paper points out the effective way of optimizing the structure of mountain town government and accelerating the establishment of service-oriented government.This article is divided into five chapters.The article starts from the theoretical basis of explaining the government structure,combines specific cases,carries out analysis and research,and puts forward the model of optimizing the township government structure.The first part is the introduction.It mainly expounds the research problems,the significance of the research,and the methods and ideas of the research.It summarizes the relevant research contents at home and abroad,then puts forward the framework arrangement of this article,and gives the article a complete grasp on the whole.The second part is the explanation of the relevant basic theory.It mainly provides a clear theoretical perspective to the position of the township government institutions involved in the topic,combining the new public management theory,the new public service theory,and the connotation of the service-oriented government,and analyzes and studies the difficulties in the reform of township government institutions and the influence of administrative functions.The third part is the case analysis part.This paragraph mainly takes the B town government in T county as an example,systematically and comprehensively analyzes the main experiences and practices of the current township government agencies affecting administrative functions and the existing shortcomings,thus providing the basis for the next step to propose the optimization model of township government agencies.The fourth part is to put forward the 1 +1+ X township government organization model.The fifth part analyzes how to advance the reform of township institutions.
