In China, administrative system reform lies in a combined part of economic system reform and political system reform. As a part of the reform of administrative system, the county and township administrative system reform is not only a positive response to many exposed questions in the basic countryside after the reform of countryside tax-expense and the cancellation of agricultural tax, but also an important content of implementing the significant strategy which includes the construction of harmonious society and socialism new countryside. This paper selects county and township government administrative system of Chinese mid-west traditional agricultural region as a research object, because this kind of counties and townships is the main body of our country, and existing multitudinous questions have a certain representation. The research process is proposing the question, analyzing the question and solving the question. The paper uses mainly the method of literature and cases. It takes the criterion analysis primarily and empirical analysis for complement.Firstly, this paper reviews Chinese previous county and township administrative system systematically. It concludes that the county has an extremely important status in Chinese administrative system since the ancient times, and the ancient county and township system has a vital significance to study the contemporary county and township administrative system.Secondly, this paper elaborates present situation of Chinese county and township administrative system and analyzes multitudinous malpractices of administrative system. It finds that the current malpractices of county and township administrative system embody mainly the pressure system, the division of vertical system, the plight of government function, the contradictory of property rights and governance rights, the financial difficulty, the un-perfect mechanism of government responsibility and supervising and managing mechanism, the lack of restraint system, and the corruption of human appointment and so on.Thirdly, on the basis of the rational bureaucrat theory of Marx Weber and the public choice theory of James Buchanan, this paper researches the existing root of multitudinous malpractices of Chinese county and township administrative system.Finally, the paper discusses the countermeasures to solve the multitudinous malpractices of Chinese county and township administrative system. It proposes that government should abolish the regime of partial local townships according to native conditions, and send out some county governmental agencies to station there, and implement synthesis organization management system,and strengthen the regime of partial local townships. Simultaneously this paper also discusses the countermeasures from the financial system, the government function transformation, the human appoint and remove and performance measurement, the construction of legal system, the construction of social overall mechanism.
