Many public policies including the progress of equality on genders at present China have made very positive effect on increasing of whole economy and developing of society. But in the fields of economy and society, some designs of public policies still ignore the objective justness on the equality of genders which has negative effect on the development of female, even the negative impact not be identified by the policy makers. In the basic framework of Chinese retirement system at present, we still continue to use the system made in 1950's, it means that except some special type of works, the age of retirement commonly identify at 60 for male and 55 for female. From 1990's, this policy has been oppugned on the equality of genders for many times.In recent years, the voice appealing to retire at same age on male and female is becoming stronger and suggest to reclaiming the unfairness in the process of public policies making and operating because of the difference in the age of retirement. The professionals and management discuss on the issue of whether prolong the female's retirement age in different ways. But till now, the debate of the advantages and disadvantages in the difference of the age of retirement between male and female has no last word. This article discusses the issue on the age of retirement of the female civil servant in the view of public policy, using the public policy as the basic theory, especially integrate the public policy and theory of social genders to study, compared with solving ways of foreign similar problems, through the history of civil servants retirement policy to find the way to solve the problem of female's retirement age. Meanwhile, with the idea of harmonious development, to avoid the former concepts and ways which localize the study objector in female themselves, discussing the positive and negative views on prolong the age of female retirement, trying to analyze the influence of the policy to the male and female, putting forward the thought in theory and suggestion in policy to solve the problem of Chinese female civil servant retirement age finally.Making the public policy should stick to social justice. It'not be allowed to protect someone's rights with deprive of another someone's. The writer consider that the decision makers should break through the localization of the problems for"part","special"and"female"to explore the public policy which is effective to promote the harmonious development between male and female under the conditions of market economy and cancel the public policy with difference between male and female, making the same retirement age grading and stepwise. At same time, among civil servant, we can try the flexible and optional policy on the male and female retiring at same age, it means that male and female could apply to retire in advance under the base of equality rights for male and female retiring at same age.
