In recent years, the voice appealing to retire at the same age on male and female is becoming stronger and suggest that female civil servants and intellectuals should be the first to retire at the same age as male, which has attracted wide attention. Female civil servants and intellectuals'needs of retiring at the same age as male is the key factors to be considered for making relevant policies, worthy of discussion and study.This study, based on combing the literature, focused on empirical research, processing the survey data with SPSS16.0, through descriptive statistics, correlation analysis, variance analysis, regression analysis and other methods, analysized the needs and obstacles of female civil servants and intellectuals to retire at the same age as male, and put forward corresponding countermeasures and suggestions, so as to provide reference for scientific decision-making of the government and relevant departments. The main conclusions are as follows.From the view of international trends and domestic situation, Chinese current retirement policy for male and female in different age is outdated, needing reform step by step, and at this stage female civil servants and intellectuals should take the lead to retire at the same age as male. Meanwhile, this research found that, although there are significant differences in the needs of female civil servants and intellectuals in different age, education, work unit, or monthly income, female civil servants and intellectuals have the needs to retire at the same age as male. But the main obstacles of female civil servants and intellectuals to retire at the same age as male are as follows. The traditional concept of gender is still prevalent, and its impact is deep-rooted, difficult to eliminate in the short term. Some female civil servants and intellectuals are still bearing great work-life conflict. The public policy environment is unfavorable, which is that the current legal system is not perfect in China, with confusing laws and regulation, and the attention of public policy decision-makers to reform the current retirement age policy is inadequate.So it is proposed to reform the current retirement policy step by step, and female civil servants and intellectuals take the lead. The specific measures are as follows. Take flexible retirement system, and set the retirement program with equal retirement rights and independent choosing rights. Grasp the correct guidance of public opinion, through strengthening publicity and education, vigorously promote "gender equality" thinking, and gradually change the traditional concept of gender. Develop and promote work-family balance programs to help alleviate the pressure of work-life conflict. Strengthen the construction of legal system, and express their interest to the decision-makers, so as to create good public policy environment.
