The Research Of The Theory And The Method For The Government Performance Index

In modern times, the government aims to provide public services and public goods in high quality and improve the performance. As a result, performance evaluation as a valid government tool is concerned in the field of public management. Since the issue of Scientific Concept of Development on the Sixteenth National Congress of the CPC, performance evaluation has been studied more and more both in theory and practical field. Currently, indices evaluation is widely used in the competitiveness evaluation and economic development fields. Particularly the international competitiveness appraisal system made by IMD has already got an extensive approbation, and is thought to be the barometer which evaluates a country to synthesize national strength. Because the government performance is relative to the competitiveness, this thesis examines the evaluation patterns of index method to determine how to use this method effectively in the later study and practice.The content mainly includes three parts:The first part examines the real meanings of performance and performance evaluation based on the recently researches and summarizes the evaluation methods in government performance appraisal. Then list the framework and content of this thesis.The second part expatiates on the index theory and index evaluation patters and analysis the shortcomings of these patterns.Finally, the thesis gives some advice and the path to make index evaluation method to work effectively and forecast the future of its use in the government performance evaluation field.
