For a long time, there has been an evident cognitive divergence in the mutual orientation of the political relations between the two sides across the Taiwan Strait. The vicissitudes of the discourse upon the cross-strait political orientation put forth by Taiwan authorities become an important controlling variable in the development of the cross-strait situation. Taiwan authorities have changed a lot on the cross-strait political orientation since the party's shift in 2000. The claims on cross-strait relations set down by the DPP show obvious differences from KMT's , the previous ministerial party, so the cross-strait political orientation is comparatively remarkable. As for the cross-strait political orientation by the Taiwan authorities, there are two crucial factors that are not neglected. In the first place, the tri-lateral interactional relations among mainland China, the United States and Taiwan provide diversionary power against the cross-strait political orientation by the DPP. In the second place, there exist different opinions about the orientation of the cross-strait relations and is lacking in consensus on it in Taiwan society, which is an important factor that puts an impact on the discourse upon the cross-strait political orientation. On the one side, mainland China, the United States and major parities, that is the out-parties, bring pressure to bear on the DPP authorities in the hope of checking the DPP's"secessionist"activities; on the other side, the fundamentalist wing of the pro-independence camp and most of the DPP supporters expect the DPP authorities to carry out the"secessionist"ideal as soon as possible. Under these two kinds of powers in positive and negative ends, the DPP authorities should take the international situation and political stability in Taiwan into consideration, but at the same time it should solidify its reign and votes'basis, which brings about the unfixed cross-strait political orientation that is extreme in some time and moderate in other time. From the angles of timing and extent, this phenomenon of the pendulous orientation always agrees with every election in Taiwan. The theme of this essay is to be focused on vicissitudes of the cross-strait political orientation since the DPP came into power six years ago. Based on the above-mentioned two important factors, the policy-theory analytical frame of the political system put forth by David Eston, and the analysis of the policy contents of the cross-strait political orientation in different phases, the essay will make great efforts to revert policy circumstances of the cross-strait political orientation of the DPP. And in the meanwhile, the essay will have an insight into the vicissitudes of the six-year cross-strait political orientation of the DPP through the situational cognizance of policy-makers and the tactical choice. Although the DPP have the ministerial power for a few years, its claims on the cross-strait political orientation bring about a far-reaching impact. Due to vicious political operations for several years, Taiwan political arena has been filled with"election uppermost"thoughts, and the particularity of the"lacking of consensus"in cross-strait political orientation provides rooms for these vicious operations. The cross-strait political orientation has been used frequently as an elective tool by the DPP authorities under the circumstances that the consensus between the two sides across the strait as well as the"pan-blue"and"pan-green"camps is not easy to be agglomerated, which results in the political instability in Taiwan and the turbulence and uneasiness in the region of the Taiwan Strait.The essay is involved in three chapters except for the introduction and epilogue. The first chapter is mainly focused on the systematic retrospection about vicissitudes of the cross-strait political orientation before the DPP came into power. The second chapter mainly touches on contents of the cross-strait political orientation since the DPP got the ministerial power in order to seek policy axes in different phases. The third chapter is mainly about the return of policy circumstances of the DPP authorities'cross-strait political orientation by the policy-theory analytical frame of the political system, and the analysis of the different situational factors to make policy-makers get a clear cognizance about the policy-making circumstances.
