Study On The Anhui Democratic Progressive Party Participate In Public Policy-Making

Public policy-making refers to a process during which the public power sectors like the government promote and enforce public policies through introduction of laws and regulations to solve specific social problems for safeguarding the long-terms well-beings of all citizens.Under the trend of pluralism of economic structure,diversification of social strata and complexity of interest demands the conflict between social interest and economic interest,as well as among different economic interest entities gradually appears visible.Public policy then is becoming an increasingly scarce resource to keep normal social order and equality,which brings public policy-making on fire.Public policy will not be recognized by the objects and enforced economically to reduce social contradicts and achieve the intended goal unless the policy-makers widely read and sublate reasonable appeals and suggestions from various aspects of society when considering the objections,designing and finalizing plans of public policies.Nowadays China is rightly in the period of rapid social development and transformation when the involvement of all social classes in public policy-making tend to be initiative in contrast with the passivity in the past planned economy era with the consciousness of civic ownership awakening and the concept of democratic politics deepening in the whole society.The political system of multi-party cooperation and political consultation under the leadership of the Chinese Communist Party is an important way to realize socialist democratic politics.The democratic parties possess special political advantages and natural talent advantages that can be taken to access different social groups and classes who reflect social demands of all sectors,which drives public policy-making more scientific and democratic.In September 2015,the CPC Central Committee issued the "Regulations on the work of the Communist Party of China United Front(for Trial Implementation)"pointing out that "the basic functions of the democratic parties are participation in the administration and discussion of state affairs,democratic supervision as well as participation in the political consultation led by the Chinese Communist Party"."The main works of the democratic party and non-party personages consist of joining the national political power,participating in important policy-making,negotiating important leadership election,involving in the management of state affairs and participating in the formulation and implementation of state policies,laws and regulations." The function of discussing and participating in state affairs prove that the performance process is closely connected to public policies.First of all,the thesis summarizes the research background and significance of the topic,the development and evolution of China's democratic parties when they participate in public policy-making,the basic ways and the attached significances.As follows,it introduces the organization of the Anhui Democratic Progressive Party,as well as the main contents,achievements and historical experiences of the public policy formulation it has involved in in recent years.Taking Anhui Democratic Progressive Party as an example,this paper analyzes the problems and causes existing in the process of public policy-making.Last but not least,it put forward suggestions for improving the participation of democratic parties in public policy-making.The paper starts from the introduction of the Anhui Democratic Progressive Party(DPP),aiming at pointing out the problems encountered by the democratic parties in public policy-making and discussing the corresponding countermeasures through analyzing current situation of its involvement in public policy-making.As a sample to reflect the whole democratic party's situation,on one hand,it increased the public' s awareness of democratic parties,positively improving the influence of the democratic parties.Meanwhile,it helps summarize the deficiencies during the course of performance of their duties to further strengthen self-construction.On the other hand,it helps policy-makers coordinate interest demands of all social walks to make the process of public policy-making more scientific and democratic.
