The minimum wages system is a basic and important legal system of the wages for a nation, which is an important means to achieve the right of labour remuneration. The implementation of a minimum wage system, a distribution of the national income is set up a social security field line, for coordinating labor relations, regulating the labour market equilibrium price, thus maintaining low-income people's survival and development is of important significance. Now all developed counties in the world, overwhelming majority developing counties all with the legislative of the form practiced lowest wages system. We can say that it is a common method of exercising the minimum wages system in the world.As a permanent member of International Labor Organization, as early as1984,our country has already declared the approval admits the International Labor Organization draws up in 1982 of , however, until 1993 the Labor department had drawn up in the form of administration regulation. July eight Standing Committee of the National People's Congress reviews passed in 1994 , established the minimum wages security system in the form of nation lawmaking. As an importent content of wages lawmaking, also implement formly on March 1,2004. As a big personal country, the labor force which earns occupy the first in the world doubtless. Since the reform opened, especially along with the adjustment of industrial structure, the labor force of our country is more and more strong. No matter what the mental work of the knowledge, and the agriculture population, which include the farmer worker, all become an important rule in the labor relationship. The labor market in our country, especially the primary labor market exits such a circumstances, which is the providing is more bigger than demanding. The replacer of labor force is so strong that the buyer occupies predominance position in the bargain, havingbigger right to speak to the price of labor force, this also makes the wages of the primary labor market under the influence of social custom and employer morals, which basically lies a low lever over a long period, even can't promise worker basic of living demand, not rasing up the worker oneself character."farmer worker huang"appeared the first several years already token the signal from the cost ascension of the labor force. The article is totally divided into four parts:The first chapter introduces the minimum wages system, the basic concept and content. Including the definition of the minimum wages and the minimum wages system connotation defined.The second chapter is about the theories foundation of minimum wages. Summary of the minimum wages system to the theory of the three mainly concentrated in the awareness of the problem: First of all, labour laws of the social attribute, followed by the right to remuneration for labor from the public power of the minimum wages to explore the meaning of existence. At the low end of the labor market in terms of junior workers, the minimum wages provision to maintain its survival and necessary for the development of the value of the means of subsistence, the right to remuneration for labor inherent in the survival and development of the value philosophy to be reflected. The third the article explained that the worker is also the related of enterprise benefits from the enterprise social responsibility. That make the worker be able to been no lower than to maintain their existence and develop the labor needed to remunerate is also the social responsibility that the enterprise undertakes. Which is advantageous to the diapason of labor relations.The third chapter introduces the minimum wage system in the world practice and the establishment of international standards.The fourth chapter is about actuality and perfect of the minimum wages system of our country. The current minimum wages system of our country started a formal implement in 2004. It get some effect after putting it in practice. The adjustment of minimum wages standard is also considered related factor. Because of the foundation condition of labor market isn't mature currently, either the system itself or its movement all appear many problems in the process. The third part is mainly to the problem that the minimum wages system appears carry on enumerating, including the lawmaking layer of minimum wages is low, the minimum wages standard over low, adjust time not explicit, determine the basis of minimum standards not clear, the lack of legal sanctions and supervision, and put forward the way for resolving on this foundation and perfect measures, expecting offer some effort to the system of construction.Finally it is said in article conclusion that we should re-examine the existent realistic rationality of the minimum wages system in our country. Establishing the minimum wages system is an importance breakthrough in our country salary reform realm, expanding humanities concern spirit, showing national responsibility and social progress. For the price that we pay, we can expect a larger development to resolve.
