With the social interaction scope and the domain unceasing expansion which takes the economic globalization as the characteristic, the Western scholars believe that the world is entering an unprecedented time of frequent crisis. At present China is being in a crucial phase of the outset stage of constructing a comprehensive affluent society. As each kind of crisis is increasing, the ability of the government crisis management as the essential factor in the crisis management is one of modernized government important abilities. Also it an important guideline of weighting the government management level, therefore, the promotion of government crisis management ability must be done as a government's work.The introduction is preventing crisis's deepening and disaster's spread effectively and reducing loses in the great limit. And in the entire process of dealing with the crisis events, the action should be fast, spending less money and holding the important matter. Also it summarizes the research of this problem in the domestic and foreign countries. Using the method of the combination of scientific analysis and the cases analysis and combining the "SARS"epidemic situation,"9.11"event, the South Korean cold storage explode, the coal mining accident and the snow disaster the south of our country suffered, the paper discusses the government crisis management and strengthens the comprehensive understanding of the government crisis management.This paper is divided in five parts.The first part is that the elementary theory of the government crisis management. Firstly it defines the related crisis management concept, including the crisis, the crisis management, the government crisis management, then it proposes that the research of the government crisis management and the government crisis management ability's great significance, and summarizes the research countermeasure of this problem in our country.The second part is the emergency legal system of the government crisis management, which is the total of legal norm and principle of how to handle the rights between nations, and between rights of national and rights of citizens, and each kind of social relations between rights of citizens under the crisis emergency. The establishment of crisis emergency legal system has many links, and one part is the crisis emergency legal system's legislation. The crisis emergency legal norm has two kinds: one is the unified emergency law, the other is all kinds of related crisis's legal documents dispersing in the concrete law. The third part is after the crisis occurs, the fast, prompt, high effective reply of the government and other organization depends on the reply network in the crisis management establishment. And then the emergency platform of dealing with each kind of thunderbolt as public organization is made in order to enhance the public organization's efficiency and quality of non-conventional policy-making and the urgent rescue under the crisis condition. Many countries overseas in the practice of disposing crisis form a set of effective network gradually. This is the core of the government institution, including some social organizations, the public and the international resources.The fourth part is that as the crisis's leader, the government should promote the ability of crisis management to prevent, control and resolve crisis. According to the present situation of crisis of our country's government, through consummating the crisis emergency legal system, the government should establish and consummate the reply network, establish the crisis management early warning and the treatment, restore the mechanism, inspire the information disclosure system of the crisis management and enhance the ability of government crisis management.The fifth part is that the public information which the crisis event involves is different from the political information and the national security information. It involves the public interest, and the public has the right to know. This requests government to collection information through many kinds of channels in each stage of the crisis management; issue the information promptly through the press conference system to public; seek the opportunity initiatively to cooperate with the media, establish the benign interactive relations between the mediums. This may decrease the cost of gaining the information by the public, level off the public's emotions and enhance the credit standing in public of the government.In brief, with the reform going deep, our country has already entered into a comprehensive development time. This time is also the frequent period of the government crisis. How to prevent the crisis, deal with the crisis and change the crisis to the turning point, is the final practice of testing the stable and sustained healthy development of our economic society, which relates the complete establishment of our affluent society in our country and the modernization, therefore, it is urgent to strengthen the understanding of the government crisis management and deepen the research of the government crisis management, as its significance is of great importance.
