The Evolution Of The Nature Of The Democratic Parties And The Adjustment Of The Policy Of The Communist Party Of China

Among the political party system in China, the democratic parties is an integral political force, and the nature of democratic parties is a major theoretical issue, directly related to the relationship between the political parties of China and development of society in China. CPC is the ruling party of China, its adjustment of the policy to the democratic parties is coming from understanding of the nature of democratic parties, which is the power to promote change of the nature of democratic parties. Comparison of these two areas helps us to re-establish democratic parties'position and role in the political life of our country, helps us to develop the relationship with the democratic parties, it will be conducive to improving the political party system with Chinese characteristics, and building a socialist democracy. This paper summarizes and discusses the process, causes and values of the evolution of the nature of democratic parties, the adjustments of the Communist Party's policy, and tries to generalize the historic enlightenment.The full text is divided into three sections:Part I: the evolution of the democratic parties'nature. Since democratic parties appeared in China's political stage as party, they have participated the process of China's history with different nature at different times. As China's social situation keeps changing, the Communist Party and the KMT have to constantly adjust its policies so as to promote democratic parties constantly close to the Communist Party. They understood the policies of the CPC, and gradually deepened cooperation with the CPC. Secondly, Western democratic ideas, Marxism, and Sun Yat-sen's Three People's Principles made democratic parties tend to bourgeois democracy, and also tend to the socialist road. At the same time the original social democratic parties is based on the national bourgeoisie and petty bourgeoisie and the representatives of their intellectuals so that the democratic parties have the characteristics of the class coalition. And the limitations of the national bourgeoisie gave the possibility to change its nature constantly. In the role of these factors, the democratic parties experienced three kinds of natures: the old democratic party with class union, the new democratic party union with class union, the socialist party with political union. The social foundation of democratic parties transformed from the national bourgeoisie and petty bourgeoisie and representatives of its intellectuals to political alliances with the part of socialist workers, builders of the socialist cause and patriots of the supporting socialism. They admit the leadership of the Communist Party, build socialism with Chinese characteristics as their responsibility and take concrete actions in co-operation with the CPC, and make contributions. The evolving of Democratic parties'nature adapt to the development of history, has won the people's endorsement. This increase the number of democratic parties, grow in the number of the membership, improve organization continuously and thus their own force is strengthened. The political status of democratic parties changes from the opposition party to participating party which participates in the administration of state affairs. As political parties, democratic party also continue to play a role through participation, and democratic supervision, and political consultations to service for the country's construction better in the political life of the state.Part II: the adjustments of the Communist Party's policy. The Communist Party's policy to the democratic parties has gone through a continuous development process of adjustment. Early in the Agrarian Revolution, the Communist Party denied the democratic parties'revolutionary and laid out the exclusion policy. After North China Incident the Communist Party was aware of the democratic parties, held high the banner of the Anti-Japanese War united front, and start to unit the democratic parties. In the latter part of the War of Liberation, the Communist Party and the democratic parties on the basis of the existing cooperation united to discuss the event of the founding new country. After the founding the Communist Party arranged members of the democratic parties in government, which initially laid a foundation for multi-party cooperation, and made the "long-term coexistence and mutual supervision" policy. However, in 1957, the Communist Party regarded the democratic parties as bourgeois political parties so that the Party began the anti-rightist movement and some other inappropriate policies. Although once there were adjustments in the policy, democratic parties are actually on the verge of cancelled position until the end of the Cultural Revolution. After the end of the Cultural Revolution, the Communist Party renewed to consider the nature of the democratic parties, began bringing order out of chaos, implementing of the policies of the democratic parties, and made the "showing the deepest sincerity, and sharing weal and woe" on the original base of principle, and continued to improve the system of the multi-party cooperation and consolidate status of democratic parties. The adjustments of the Communist Party's policy mainly accords with the following three. First, the Marxist-Leninist theory of the united front and political parties request the CPC combining the democratic parties, it is its theory. Second, China's modern political party activity demonstrated that the practice of multi-party competition and the one-party dictatorship were not in conformity with China's national conditions and must be unsuccessful, and it is the basis for practice. Third, the principal contradiction, the national conditions and the advantages of democratic parties require that the CPC can not ignore the political strength of the democratic parties; it is its practical needs. The adjustments of Communist Party's policy have great significance, first Close relations with the democratic parties. Every time the adjustment of the basic policies corrected wrong approach, deepened the awareness and understanding of the democratic parties and helped the development of democratic parties, and created the conditions to play the role of democratic parties. Undoubtedly democratic parties also supported the Communist Party. Second, promote the Chinese revolution and the process of democratic politics. The Communist Party changed the erroneous policy of exclusion to the democratic parties and cooperated with the democratic parties so as to increase the military of the alliance and strengthen the revolutionary forces, but also speed up the process of China's democratic politics. Third, further the economic construction and the development of reform and opening up. Communist Party policy adjustments to the activities of the democratic parties have sufficient space. With their intelligence, financial, human, and other areas the democratic parties, fully play their role of political organization and mobilization functions to develop the national economy and promote the continuous deepening of reform and opening up.Part III: the historical enlightenment. The evolution of the democratic parties'nature is in the process of continuous development and progress. In the long-term process of practice, the Communist Party adjusted the policy to the democratic parties to adapt their changes and development of the democratic parties, and promote the development of the united front and the political party system. But in the process of development has occurred dogmatic, one-sided and distorted policies. The positive and negative aspects of the historical Enlightenment include the following points. First, the Marxist theory of political parties should be applied to tell the nature of democratic parties scientific. This requires us to judge the nature of the democratic parties comprehensively under the guidance of Marxism by the social basis, political platforms, and political practice, not simply emphasize the social foundation and the class nature of the member. We not only notice the class nature of the democratic parties, and also the social nature of political parties. Second, correctly handle relation with the democratic parties to play the role of democratic parties fully. The correct judgment to the nature of the democratic parties contributes to the development of the relations of solidarity and cooperation. As the powerful strength of the Communist Party and the weak of democratic parties, the adjustment of the Communist Party's policy would also be more fully exploited the role of the democratic parties. Third, consolidate the status of democratic parties as participating to establish the new type of the political party system. The evolution of nature democratic parties reflects its breadth and progress. They occupy an important place in the political development in China. We further maintain and improve the political party system. Fourth, develop socialist democratic politics to safeguard the country's stability and social harmony. The nature of democratic parties requires them to pursue democracy while the democratic parties are in the process of development and growth. In the process of building the socialist democracy, the participation of democratic parties and practice is also necessary to ensure the country's stability and harmony.
