The Study On Public Service Capacity Development Of China's Grass-roots Civil Servants

1980s to the 20th century, in the context of globalization, the wave of democratization, the original basis bureaucratic system of the government management model demonstrated its growing side of the poor.in this context, set off a wave of global administrative reform. And on China's administrative reforms, since the 1980s, there has been conducted five institutional reform, but the effect can be said is not very satisfactory, the reason should be in the process of reform didn't change management dominant position in the civil service as well as its own concept of design changes in the reform programme.February 21, 2004, Premier Wen Jiabao proposed for the goal to build a service oriented government, and it set the direction of reform for our government. And the establishment of the service-oriented government is to achieve the changes from the Government-based decision and the Government will live in status to citizens living in Standard and citizens will decide the status of in the Government's ,efforts to strengthen public service capacity. However, in order to enhance the government's ability to provide public services, we must be implemented to the specific actions, that is every ordinary civil servant.Especially those with direct contact with the citizens, they are at the first line of administrative activities, directly face to the administration relatives, they are the bridge between the state authorities (Government) and community.can be said that their public services directly related to the level of ability of the government effectiveness, the relationship between the construction of a service-oriented government, so that to strengthen the grass-roots civil servants capacity-building of public services, improve the capacity of their public service has become an important and urgent task.Therefore, in this paper, the object of study is the grass-roots civil servants, through the study of the corresponding construction of channels.in order to enhance the public's ability to provide public services.
