Implementation of e-government has become an edge tool for every government, it is precisely because its core values and goals of social resources have no seams, and organizations tend to zero-cost operation, personalized service and immediate response can able to fit the needs of reformation and public closely together. During the development, e-government discipline selectively absorb the theory and methods of multidisciplinary disciplines such as administration management and information technology, and coordinate the fragmented knowledge to be scientific, systematized, and nonrepresentational in order to achieve creative breakthroughs. At the same time, e-government not only leads the management innovation, but also absorbs the latest research results with an open and forward-looking attitude, enriches the content of knowledge, expands research fields, and maintains dynamic compatibility constantly. As a cross- discipline, the attribute of e-government decides that the component elements of knowledge system have diversity and complexity. Based on the actuality of development, it has an important theoretical and practical significance to clarify the development venation, explore the discipline boundary and attribute, and research the knowledge system. Knowledge system of e-government discipline, mapped to the cultivation of ability, should be knowledge and capability of people on e-government.Based on the knowledge system, cultivating specific people with goals and pertinence is not only a return of the theoretical system, but also accords with the need of reality. We will try to put forward a set of ability training model to the specific measures on the basis of various kinds of training objectives. I will dissertate according as the following three aspects:The first: the definition and attribute of e-government discipline. At present, China's e-government construction has begun to take shape in the study, increased from the initial perceptual knowledge to a deeper level of rational thinking, and the building of the discipline has had certain feasibility. Specific means: we have had a specific study object, a clear discipline profile, a finalized knowledge system, a positional teaching research, and a systemic teaching material. E-government as a cross- discipline, not only has commonness of all, but also has its own characteristics. I discuss such aspects as the interdisciplinary of formation, the relative independence of systems, the administration property of attribute, the integration of performance forms, and the characteristics of cross- discipline in this article.The second: the knowledge system of e-government discipline. This segment mainly includes two parts, components of the knowledge system and architecture principles. I research on the components with two different angles, such as the "plane structure" and the "two-dimension structure". In the "plane structure", the knowledge system includes two basic theory modules as administration management and information technology, and many extendable theory modules as political science, economics and sociology. Basic theories and methods of administration management are main components. The guiding ideology "E-government, focusing on the government" is to clarify the percussive and basic roles of administration management in the knowledge system. The government reformation should be the primacy, not the technology renewal. In addition to administration management, e-government is also closely linked with information technology. Information technology and Internet provide technical conditions and appropriate environment. First of all, e-government must be in virtue of electronic information and digital network technology as its hardware foundation. Secondly, it is not simply moving the traditional management of the government to the Internet, but recombining the structure and reorganizing the operation processes with information technology and others. In the "two-dimension structure", we can build simple coordinates with horizontal coordinates and longitudinal coordinates. In these coordinates, every module of the knowledge system can find its own location. Horizontal coordinates figure on its initial characteristics, and longitudinal coordinates figure on its importance. With that method, it can demonstrate the dynamic compatibility of the knowledge system, and the discipline venations can also be clearly visible.Components of the knowledge system are only static knowledge distribution. If we want to build an integrity system, we can combine all the components organically with preconditions of abiding by construction principles. In this article, construction principles of knowledge system should mainly be reflected in three aspects such as the research location: e-government applications-oriented, system architectures: appropriate choices and scientific knowledge unit, and proportion allocation: "chief government, lesser electron ".The third: the ability cultivation mode of e-government discipline. It is based on the knowledge system. Ability people for e-government are the professional education services. We should cultivate them by the knowledge system with goals and pertinence. (1) The cultivation goals. From the macro to the specifications of ability, it is to train experts, leaders, managers, skilled workers. In that article, I also discuss innovative goals with an example of graduate students in E-government of Jilin University. (2) The cultivation courses. Based on design principles and combined with cultivation goals, we can divide the course system into several modules: the public infrastructure module, the basic theory module, the professional course module and the extendable theory module. (3) The specific measures of ability cultivation. It can include boosting the discipline construction of universities and protruding the specialty characteristics, enriching professional teachers and incarnating cross- discipline's advantages, optimizing teaching resources and building experiment platform, encouraging students ' practices and increasing cooperation between the government and corporation.
