With the 30 years reforming and opening up, China's market economy has developed rapidly, and overall national power has significantly improved, and people's living standard is increasing day by day, but the public service is lagging behind the step of socio-economic development. In order to alleviate the contradictions between citizens' growing demands for the public service and the tension situation of government resources, our government pushed some public services to the market, to make the marketization operation. In the past years of the public service marketization operation reform, China has achieved initial results, but there were also some issues requiring urgent solution. Therefore, around the emerging issues in the process of the public service marketization operation, our government should analyze its causes, and improve the marketization operation measures. Only in this way, can we ensure that China's public service marketization operation could develop healthily and smoothly.This thesis interprets the related concept of the public service marketization, analyzes the theoretical basis and practical basis of China implementing the public service marketization operation, points out that due to the progressive development of the market economy, the gradual transformation of the government functions, the growing of non-governmental organizations, economic feature differences of the public service and the demonstration effects of western countries' successful experiences, China has the actual conditions of implementing the public service marketization operation. This thesis uses regression analysis method to analyze the present situation of our country's public service supply, and pointes out that the proportion of public service in China's total financial expenditure is relatively low, leading to the lack of the public service supply in China. Through reviewing the reform practice history of China's public service marketization, the thesis analyzes the predicaments and the causes of the marketization operation at this stage, points out that because China's market economic system has not yet perfect, the laws and regulations have not been robust, the concept of the public service has not yet gone deeply, and effective supervision mechanism has not yet been established, and so on, China's public service marketization operation must follow the moderate principle. This thesis points out the improvement of the public service marketization operation, that is to perfect the competition mechanism of the public service marketization, further improve the performance of the public service management, make use of social forces to participate in the supply of the public service and to establish the public service marketization supervision and the evaluation system. With analyzing and evaluating the performance of the public service marketization reform in Changsha, the thesis concludes the successful experience of Changsha's public service marketization operation and gives the enlightenment to the improvement of our country's public service marketization operation.
