Generally Speaking,one of the most basic and important functions of government is to provide public service for citizens. However, with the development of economy, there is a contradiction between growing demand of citizens about public service and the limit resource which is provided by government. Although our country has gotten some new innovationed thoughts from the administrative reform conducted in western, which corn idea is the marketlization of public service, since the end of1970and the beginning of1980in20C. And we has winned some achievements after the forteenth National People’s Congress when our party lead the market mechanism into public service and put public service into marketlization. However, we can not ignore some problems, especially the difference of public service between city and countryside. In our rural area, village is always placed the neglected position for the urban-rural dual structure. The level of public service in the countryside is very low, which is far from satisfying farmer’ s growing need of production and life, and which limit the development of rural economy and the improvement farmer’s living standards in great degree. So it’s important to change the situation that rural pubilc service provide main party Unification strategy, to develop the pattern that service supply pluralism, and to actively quest and research measurable the reform of public service marketization which not only can change the situation of the limit resource of service which provided by government and the low level of rural public service., but also favoring to upturn the farmer’s living standards and to achieve the social fair. This article clarify the background and meaning of the markrtization of our rural public service firstly, and using the analytical method of integrating theory into practice which analysising interrelated theory and the pratice of rural public service in America, Japan and Chile. Meanwhile, we integrate our country’s basic condition to analysis our rural achievement and short in the process of markrtization of public service. At last according to the summary in all sides, this article proposes the feasible method and main countermeasure that promoting the reform of marketization about our rural public sevice and try-to find the practical path of marketization about public servise that meet our rural situation.
