From the 1970's , the Western countries have been on the road of their government innovation. They are changing the government's function from "the center of the government" to "the center of the public needs", which focuses on public service. The movement of New Public Management (NPM) is developing a model of public management distinguished from the traditional public administration. Under the influence of the new public management trends the Chinese governmental reform is entering the transferable period from "the building government" to "the public service government" .This thesis consists of four parts:The first part, from government idea, government's function scope, the way and means of government manage and service, government's behavior mechanism to discuss the content of public service government .Then carry on the further treatise from comparing with "rule government" and "managed government".The second part mainly joins the government innovation, the socialism essence and our country actualities to discuss the necessity of building up a public service government.The third part, firstly described the practice at the building of public service government, for example, practicing the sunlight administration; creativing government management method, establishing excellent government workflow etc. At the same time, analysised the problem that existed in the construction process of public service governmentPart four, in view of problems and their causes, tries to identify how to quicken the building of public service government, including such strategies as changing government's function, setting up the service idea, building up the democracy decision system , practicing the socialization of public administration and the marketization of public service.
