Research On The City Government's Functions In Industry-University-Research Cooperation

Based on the strategy of improving the country through science and education and the background of building an innovative country and innovative cities, this paper analyzes the connotation of University -Industry-Research Cooperation and city governments' functions, research city governments' functions.This paper rationally analyzes city governments' functions based on Triple Helix Theory, Transaction Costs Theory, Cooperative Game Theory, Clusters Theory and Innovative Cities Theory. By the analysis this paper recognizes city governments should implement functions of guiding, promoting, coordinating, monitoring and service. The paper points city government functions absence in formulating policies and regulations, setting up a special coordinating body, establishing intermediary social service agencies and improving the supervision and management system. The paper also analyzes the reason for these problems from the respect of the national innovation system, the transformation of government functions, the science and technology management system and the mechanism of technical market. To solve these problems the city government needs to improve the function of guiding, promoting, coordinating, monitoring and service targeted. In particular, the city government should formulate development planning and policies to guide the direction of Industry-University-Research Cooperation, distribute cooperative resources and increase investment to develop the material basis of Industry-University-Research Cooperation, establish coordinated structure to resolve the contradiction in Industry-University-Research Cooperation, improve supervision, evaluation mechanism and intellectual property protection mechanism to protect Industry-University-Research Cooperation, promote the development of intermediary service organizations and the construction of technological trading market to serve Industry-University-Research Cooperation.First this paper analyzes the position of city governments' functions on the use of related theories. The paper also further perfects city governments' functions by referring to the successful experience from the U.S. government, the Japanese Government and the British Government. On the basis of rational analysis and referring experience, this paper analyzes the effectiveness of city governments' functions in University-Industry-Research Cooperation. The paper points the city government's problems, analyzes the reasons, and proposes improvement measures. Finally, this paper uses case analysis, chooses Shanghai city as the case. Through the analysis of Shanghai city government's functions in University-Industry-Research Cooperation, the paper confirms the rational analysis and improvement measures which are pointed in the former paper.
