Research On Administrative Guidance In Promoting The Development Of Industry-University-Research Cooperation In Changchun City

The development of industry,university and research cooperation is an important part of the national innovation system.Promoting the development of cooperation between industry,academia and research will help China compete for the commanding heights of the combination of science and technology and economy,and it will have a strong impetus to promote local economic development.Administrative guidance is one of the means of government public service.Combining administrative guidance with the development of industry-university-research cooperation will help the local government to exert greater functional effects for industry-university-research cooperation,so that the industry-university-research cooperation will be better developed.As an important industrial city in Northeast China,Changchun City has made great progress in the cooperation of industry,university and research in recent years.However,from the actual situation,there are still many problems in the administrative guidance of Changchun City in promoting the development of industry-university-research cooperation.How to solve it? These issues have become an important research topic.In order to promote the important role of administrative guidance in the industry-university-research cooperation,this article has carried out in-depth research.This paper mainly studies the administrative guidance of promoting the development of cooperation between industry,university and research institutes in Changchun City.Firstly,it sorts out the concepts of industry-university-research cooperation,administrative guidance,and administrative guidance in the development of industry-university-research cooperation,thus clarifying the necessity of administrative guidance in the development of industry-university-research cooperation..Secondly,based on the triple helix theory,the Changchun Municipal Bureau of Science and Technology,the Changchun Municipal Bureau of Industry and Information Technology,the Changchun City Enterprise and the School of Science and Technology conducted field interviews and questionnaire surveys.According to the survey results,the administrative guidance of Changchun City in the development of industry-universityresearch cooperation was analyzed.The status quo,and further analysis of the problems of the two major aspects of the systemization of the promotion of the development of industry-university-research cooperation in Changchun City and the standardization of the administrative guidance in the development of cooperation between industry,academia and research in Changchun,and the causes of problems in administrative guidance,The main problems include: the administrative guidance of personnel training is not standardized,the administrative guidance of enterprise agglomeration development planning is imperfect,the lack of administrative guidance for the construction of financial service platform,the lack of administrative guidance for the transformation and maintenance of scientific and technological achievements,and the administration of information service platform construction.The guidance is not perfect,the administrative guidance legislation is not standardized,the administrative guidance body lacks normative,and the administrative guidance procedure lacks normativeness.The main problems include: lack of correct understanding of administrative guidance in production,study and research,and administrative guidance Lack of a higher overall quality,the lack of legal norms systematization of administrative guidance,administrative guidance and normative legal rights remedy deficiencies,lack of administrative guidance in the use of the administrative counterpart participation.Finally,through the enlightenment of relevant experience at home and abroad,combined with the existing practical problems and the service-oriented government theory,the specific optimization measures for promoting the administrative guidance of the industry-university-research cooperation in Changchun City were formulated,and the entire research plan was completed.The administrative guidance for the development of cooperation between industry,university and research institutes in Changchun has both common problems and individual problems.From a holistic perspective,this paper explores the importance and necessity of the Changchun Municipal Government's intervention in the development of industry-university-research cooperation.Since the application of China's administrative guidance in the development of industry-university-research cooperation is still in its infancy,there is still a certain gap compared with the western developed countries.It is hoped that the research in this paper can provide a certain reference for the development of Changchun City.Through continuous improvement and optimization,the flexible administrative management means of administrative guidance will play a greater role in promoting the development of industry-university-research cooperation in Changchun.
