With the rapid development of China's economy,the trend of industrial localization is also emerging.In 2017,the Central Committee issued a document "on further promoting the agricultural supply side structural reform to speed up the cultivation of a number of opinions" of agricultural and rural development in new energy,this paper emphasizes the optimization of the industrial structure to promote agricultural products,quality and efficiency,should pay attention to the bigger and stronger competitive industries,the industrial upgrading,to support local enterprises and industry advantage the association is relying on to build regional brand,the introduction of modern elements to upgrade traditional famous brand development of special industries.Characteristic industry is a industry or industrial cluster with regional characteristics which relys on the local resources in the process of economic development.In the context of convergence of China's economic development,characteristic industry can not only integrate the local resources to help prevent the industry convergence effectively,Characteristic production turns resource advantage into economic strength,and to possess a comparative advantage in the market competition.But the characteristic industry is not immutable,some characteristic industry is not unique to the region in the same period some,and some characteristic industries also disappear slowly with the development of economic.Heze peony has been planted for more than 600 years.From liberation to 70 s,Heze peony,after several twists and turns,with the strong support of the local government,has been growing and becoming an important peony cultivation and ornamental base in china.It is a long-term task for the Heze municipal government to make use of the regional advantages,play the role of the government,and make Heze peony industry bigger and stronger.In this paper,through the collection of relevant information development of peony industry in Heze city in recent years,the development of peony industry itself and the limitation of government guidance and support,in the management of the existing problems are analyzed and found the offside,vacancy,dislocation problems exist in government support in the development of special industries:decentralization,administrative intervention.More support,preferential policy is not charged,insufficient investment in science and technology,market supervision,publicity is not in place.Heze municipal government in the peony industry development issues also exist in other areas,in recent years,China's local governments in support of the local characteristics industry also continues to explore the pattern of industrial development,different industries,different areas,but the government functions in the same play.Finally,in the light of the reality of our country,the author put forward the thinking of the government function in the development of the characteristic industry.The author suggests that the government should play the role of good guide,supporter,protector and macro-controller in the development of characteristic industry,insist on macro-control and deepen the reform,According to the government offside,exists in the development of special industries in the process of vacancy and dislocation,to deepen reform principle,adhere to the macroeconomic regulation and control as the main method,puts forward some countermeasures and suggestions to optimize the government function: simplify examination and approval procedures,improve administrative efficiency;straighten out relations,to adhere to the service-oriented government;increase support open up the implementation of the policy of the "last mile";increase the popularization of science and technology,to provide technical support;to strengthen market supervision,the construction of a comprehensive service platform and so on,to ensure the healthy development of the characteristic industry.Study on the government function in the development of characteristic industry,the development of special industries in underdeveloped areas,started the regional brand effect,and provide the reference rich regional characteristics of industrial organization theory,not only for the local government in the new period,how to locate and play to their functions,to achieve local economic sustainable development has practical significance,and is conducive to gradually establish a sound system of characteristic industry theory.
