Study On The Transformation Of The Functions Of Basic Governments In China's City

Sub-district office,at the grass-roots level,on the one hand serves as the antenna of district or municipal government to address the last mile of policy implementation;on the other hand provides a communicating channel between residents and officers,feeding back public opinions and directly supplying public services.The office has been playing a fundamental role in city administration since its establishment in the middle of the 20 th century.With the deepening of reform and opening up,and the rapid development of economy and society,as well as the transformation of government functions and the raising of service-oriented government,the functions of the office have profoundly changed.It is imperative to reform the management system and functions of the office since the earlier enacted laws and regulations on its functions have become unsuitable for current situation,and the traditional management system has caused problems including unclear responsibilities and departmental and regional disorder.Based on Public Administration,study methods including interview and literature,comparative and case analysis as well as researches on the orientation,feature and development of the functions of the office,the case of L Sub-district Office in Tianjin has been analyzed,illustrating the status quo of the functions of sub-district office.This could help to analyze the difficulties and problems in the work of the office and make recommendations on the transformation of its functions to improve related laws and regulations.In this way,social administration will be reinforced,while the economic weakened.Suggestions are also put forward on how to clarify departmental and regional relations,establish coordination mechanism and build a better grass-roots cadre pool to transform the office into a service-centered institution with comprehensive functions which can play a role in grass-roots autonomy,leading to the realization of a service-oriented government and the goal of building a moderately prosperous society.
