Society administration is one of the important government's functions, it is also the basic research field of Public Administration. As the development of the economic, how to improve the level of government administration during the transformation of governmental function becomes the most important problem. For the purpose of solving it in a more effective way, leading the government responding to social requirements efficiently, we need to do performance evaluation on the society administration. There are a lot of researches on society administration at home and abroad, however, few about performance evaluation of society administration. Based on the results of preceding researches, this paper tries to explore the performance evaluation of society administration using empirical method.In the regular analysis, the definition and contents of society administration are introduced. Based on the related theories, we build up performance evaluation model of society administration including 4 modules, 11 subdivision contents and 32 indicators.In the empirical analysis, this paper collects year-end data of 30 provinces in China during 2002-2006, and finally gets 4800 samples. Firstly, we use the approach of Coefficient of Variation to distribute different weights to each indicator. Secondly, the standard coefficients related to standard values at five levels are designed according to statistical theorem. In addition, Method of Efficacy Coefficients is used to keep score. Finally, we assess the performance of Shaanxi government society administration using the model, and practical suggestions are given to problems in Shaanxi government. The empirical research indicates the problems of Shaanxi government as following: (1) the income gap between urban and rural residents is substantial; (2) the employment situation is severe; (3) the proportion of technical personnel is small, and it is lack of qualified personnel; (4) the income level of residents is low, and the quality of life needs to improve.
