Performance evaluation is an important part of human resource management, the performance evaluation of civil servants, the civil service performance evaluation system, improve the civil service and administrative level has important role, but from the actual effect, there are many unsatisfactory areas, assessment indicators, assessment process of scientific nature, the accuracy of assessment results are difficult to adapt to the current civil service performance evaluation work, and the actual work of civil servants, can come to meet the actual evaluation results.This paper takes Kunming city as the research object, analyzes the existing problems, the new public service theory, competency theory as the foundation, first of all, through the analysis of the post classification of Kunming civil servants, and secondly, on the basis of the questionnaire survey, using the analytic hierarchy process(AHP), the expert evaluation method to set up different positions.
