Non-profit Organizations On Government Mechanism Of China

With the development of market economy and the transformation of government functions, non-profit organizations in China develop rapidly, and they are playing an irreplaceable role in "government failure" and "market failure". Despite China's non-profit organizations have been in existence early, but the theoretical circle of non-profit organizations is just the beginning of the study, and the research results mainly in the definition of the non-profit organizations, the rise of the non-profit organizations' background of China, the relationship between non-profit organizations and government, and the concentrating of the external environment to improve the development of the nonprofit organizations, such as the relevant policies, laws and regulations, improving the relationship between the non-profit organizations and government. But it doesn't pay more attention to the own construction and development of the non-profit organizations. In particular the self-development of the non-profit organizations existed on the non-profit organizations .For example, the inefficiency of the organizations, and lack of social responsibility, internal control, and so on, the existence of such problems, making the function of the service to the community of the non-profit organizations greatly reduced, part of the non-profit organizations even become the tools for the part of a small number of people to seek personal gain, distorting the community mission of the non-profit organization. From the perspective of governance, this paper will research how to improve and perfect the mechanisms and the governance structure of the non-profit organizations, improve the ability and efficiency of the governance of the non-profit organizations in order to promote the healthy growth and development of the non-profit organizations of China. The reason is: First, improve the governance structure of the non-profit organizations can encourage policy makers, implementer's use of resources effectively to achieve the goal with the objective of the mission. Also it can guarantee that the separation and balance of powers can prevent internal control and abuse of power which disorder the purposes and principles of the organization. Second, the non-profit organization of governance in China is still in its embryonic stage, but from the results and experience of the foreign countries we found that the perfect internal and external governance mechanisms and structure in the organization is the best way to improve the self-discipline and self-organization of the non-profit organizations The internal governance mechanisms is the key to the governance of the organization, external governance mechanisms is the conditions and security to the governance of the organization . This paper firstly researches the theoretical and empirical study of the governance of the non-profit organizations, describing and analyzing the status of the governance of the non-profit organizations in China. On this basis, using the case method to analyses the governance mechanisms and structure of Zhejiang, Hunan Province Chamber of Commerce to reflect and reveal the general governance issues of the non-profit organizations in China. Finally, linking theory with practice, learn the successful experience of governance of non-profit organizations from foreign countries to suggest how to improve and perfect the governance of non-profit organizations in China.
