The middle Jiangsu area located in the center of Jiangsu province, with a high population density and a propound culture deposit, is currently in the second tier of Jiangsu province in terms of the economic development level. Whether the middle Jiangsu area can have a new breakthrough in the new age depends largely on the young generation. Organizing, leading, servicing youth is the job of youth league, it is a gathers political, administration, society at the whole body of special crowd organization, it takes coagulating youth as to depend on with the root for exist. However, in reality there is clear evidence that cohesion of youth league is weakening.This paper takes an innovative view of the youth league's organizational culture. The study shows that an excellent organizational culture is a core factor affecting cohesion of the youth league and provides a good platform enabling the youth league members to grow. Therefore, organizational culture development of the youth league should be considered a focus of work by the youth league.This study is theoretically based on analysis of existing state of the youth league's organizational culture. By analyzing four components of the youth league's organizational culture, which are tangible culture, spiritual culture, institutional culture and behavior culture of the youth league, this paper indicates that spiritual culture is the soul and core, tangible culture is the foundation, institutional culture is the premise and guarantee, and behavior culture is the process and motivation. Integration and interaction of the four components give out the entire content of the youth league's organizational culture.This paper through analysis of characteristics of the culture of the middle Jiangsu area, effect of the regional culture on people is discussed. The characteristics of the regional culture may affect the growth of the cadres and members of the youth league in multiple aspects, such as the values, the working styles, the thinking methods, the traits, the behavioral habits, the humanistic quality, the managerial concepts of the youth league cadres, and the ideological conceptions, the personal behavior and the working styles of the youth league members.To better understand the existing state of the youth league's organizational culture in the middle Jiangsu area, surveys and on-site interviews were conducted to provide factual evidence for this study. Using Gangzha District of Nantong City as a data source, this study analyzes the current weaknesses of the youth league's organizational culture in the middle Jiangsu area from the perspectives of the four components of the youth league's organizational culture. In conclusion, those weaknesses, which are rooted in a misplacement of the value judgment, the organization interest and the personal interest, include unbalanced development and weakened cohesion of the youth league organization, outdated education and management for the youth league cadres and members, weakened ideological concepts, relaxed organizational discipline, lowered pioneer role of the youth league members, ambiguous status as the assistant to and the reserve of the party.This paper, based on the previous analysis and discussion, proposes a strategy of upgrading the youth league's organizational culture in the middle Jiangsu area. The strategy is to build a study-oriented, innovated, Cooperated youth league organization, and therefore to achieve a shared value system. Building the youth league's organizational culture in the middle Jiangsu area is a long-term process. Therefore, we should follow the sequence and advance gradually at the time of Building the youth league's organizational culture in the middle Jiangsu area, can't accomplish in one move.
