Performance measurement examination is a part of the cadre examination and the cadre management work. With the ceaseless development of the political institution restructure, a scientific system of the cadre performance measurement examination is being constructed and improved. In this system, the examination of the performance measurement of the cadre in the leading organs and central departments of the party and government, is not only a very important aspect, but also is a difficulty due to the difference of various cadre positions and responsibilities, which are hardly assessed by an identical criterion..Since the eighties of the last century, Huzhou city did much discoveries and experiments in the cadres performance measurement examination aspect, which played an important and positive role in the whole city's economic development. Huzhou is ranked the selected city of the national cadres performance measurement examination reforming by organization department of china in 2001. This article takes Huzhou's cadres performance measurement examination work as an example, through a comprehensive review and analysis, the article advances a method and do some researches on the cadres performance measurement examination.First of all, the article defines the meaning of"the Cadre of the Departments Directly under City Government"and"the Performance Inspection Mechanism", and distinguishes the two different methods in the practice of this mechanism. Secondly, the article reviews the experience of the cadre performance measurement examination in Huzhou's history and introduces the inspection in the year of 2006 in detail. In addition, it assesses the cadre performance inspection, which is in the guidance of the concept of scientific development, with application of principles in Public Management, and points out the new measure's positive effect as well as its shortcomings. On this basis, the literature analyzes the people's requirements and suggestions of this method according to the related foreign experience, and strengths the recognition of this performance assessment rule. Finally, the article proposes the guidelines of the cadre performance measurement examination work, and the index and method system of the performance measurement.The renovation of this article is taking the two methods of examination and judgment, and exams the different job character and function cadres in the same system, to distinguish and state the cadres'performance measurement. The whole system reflects the scientific organization examination, the democratization judgment by people, to lead the cadres to achieve the outstanding which makes people blessedness.
