Analysis Of The Current System Of Local Government Performance Concept Distorted

The political achievement means the behavior results that the government's organization and its civil servants make use of the public power and public resources to seek the public interests, namely, is the income that the main body of public power acquires at the cost of public resources. The view on the political achievement is the people's thoughts and cognitions, and is the subjective viewpoint on the political achievement, including the understanding and attitude to the questions about what is the political achievement, whom creating it for, how to create it, and how to measure it etc. At present, the phenomena that some local government distorts the view on the political achievement are serious. Lack of scientific and normative criterion of selecting cadre and serious drawback of the assess system of cadre's political achievement causes the deviation from correct value view of some local government on the political achievement. Some drawbacks also exist in the government structure system. In respect of relationship between superior and junior government, on the one hand, because of being controlled by the superior government on the personnel and resources, the local government does not get away from the status of the adjunct to the superior government. On the other hand, standardization and perspicuity of the power and right is neglected in respect to power of decision-making, which is embodied as simultaneous existence of "lacking the vitality"and "lacking the stipulation",in one way, accordingly induces phenomena of blindfold decision-making of the local government and distortion of government behavior taking place frequently. Distemperedness of administrative decision-making system, absence of administrative responsibility system, impotence of supervision to the government behavior and incompletion of actualizing the administration principal's responsibility system make some local government behaviors difficult to be responsible for the voters. As a result, its performance is also difficult to make the voters satisfied. It can be seen from this that current system normalizing government behavior is a kind of system with nonequilibrium obviously, and its main embodiment as follows: the system supplies is deficient, the system supplies is superfluous and the functioning mechanism of the system is distempered. At present, the distortion of local government's view on the political achievement and some irrational behaviors of local government are inevitable outcomes of the system with an continuously nonequilibrium state . System change is the fundamental approach to push the system from nonequilibrium to equilibrium.
