In the early 20 th century, for the aim at improving the relationship between the government and the society so as to enhance the management ability of the government, performance evaluation was gradually introduced into the government management practice as a way of evaluating the government work and management efficiency. And now, it is playing a more and more irreplaceable role in improving the efficiency of the public sector and the quality of public services, as well as reducing the administrative cost.Although China has been studying on the government performance management in the modern sense from the time of the middle 1990 s, the studies on its development were relatively lagging on the whole. Besides, these studies were mainly qualitative research while the quantitative analysis and the empirical research of its evaluation system were not enough. Therefore, the guiding role of the government performance management theory to practical work is not so clear. Combining with the knowledge of public management, the dissertation takes the performance evaluation in the departments directly under the Tianjin Municipal People's Government as an object of study. By summarizing the practice of the performance evaluation in our country and other relevant government authorities, the dissertation forecasts the development trend of the performance evaluation in the departments directly under the Tianjin Municipal People's Government and points out the existing problems. At the same time, it gives feasible suggestions on optimizing the performance evaluation system in the departments directly under the Tianjin Municipal People's Government based on comparing and learning advanced experience of the developed countries.Relatively single evaluation subject, imperfect evaluation index system, scarce evaluation means, generally weak evaluation results using, all together are problems in the current performance evaluation in the departments directly under the Tianjin Municipal People's Government. The dissertation, aiming at structuring more reasonable performance evaluation system in the departments directly under the Tianjin Municipal People's Government, comes up with six improvement countermeasures, including improving the system environment, establishing institution teams, optimizing evaluation index system, enhancing public participation, developing informatization construction and strengthening results using, to solve these problems mentioned above.
