Entering 21st century, while China's entering WTO and deepening of reformation and open as well as flourish development of socialistic modernized construction, it is realized that the responsibility of government is to supply more and more high-quality & all-around services for the public by the most economic way with which the common desirability form the government and the public is to improve governmental performance management. However, our government is in the phase of reformation and adjustment of state system of which people put their mind focus on state system reforming, function transferring and framework adjusting rather than government management style changing management ability improving. As a whole, governmental performance management is on the primary phase which is far a way from consummate style mainly on the side of carrying out and exploring. On the other word, the academe and the interrelated organization consider political system reformation as the precondition that improves governmental performance management in which it could be realized if the ministry consummate ulteriorly government administration system.Accordingly, this essay, on the precondition of reform without great system changes, raises a set of operable management system model of department of the government performance management in which internal causes are determined by managers and staffs of department of the government achievement motivation to make arduous efforts, to pursue success, to be brave in innovation, to make progress as well as the main style is determined by objective management & key performance index aiming at the status of our country socialism primary stage, integrating preceding research results of achievement motivation and management by objectives, following existing governmental operating model on the basis of the ministry's spontaneity practices, introducing interior competition and motivation systems, insisting staff (official) training, phasing the guide of public demand, advocate governmental innovation and reformation.
