The Difficulty And Countermeasure Study In Public Service's Supply Of The Township Goverment

Chinese township government is the most grass-roots organization, and the bridge between all levels of governments and masses of peasants, and also the important organizer and vector of distributing public resources in rural areas. Especially in the background of building the new socialist countryside, township government should make the supply of public services as the main functions. Not only because it is related to that can the peasant enjoy comprehensive,high quality public services, the success or failure of the new socialist countryside's building, but also the development of community and economy of China.This research operates from a new methodology perspective, that is, from three dimensions: the main of supply,the base of supply,the process of supply, gives a research on the township government's supply of public services. The township government in the supply of public services is playing a leading role in the mains; Adequate financial funds are the basis of supply of services; understanding Peasants' demand for services,choosing a suitable manner for supplying services,implementing the specific work of supply are the three stages of the supply process. After analyzing the related theory and the plight in public services'supply of the Chinese township government, this research seeks the reason of the plight from those three dimensions above, and then puts forward countermeasures to overcome the plight.First, township government should determine their duties for the supply of services, this is the starting point of supply; building a well mechanism for peasant expressing their interests of services'demand, knowing peasant's demand Accurately; cooperating with enterprises,community organizations and citizens to supply services; strengthening the humanization and specialization in supply of services, and learning the knowledge and technology, to improve the quality and efficiency of services.
