Research On Service Capability Construction Of Township Governments From The Perspective Of Public Service Supply

The ability of local government services in China is a concern in the academic community.The township government is the most grass-roots political power organization in China,and it faces the hundreds of millions of rural residents who account for the largest proportion of the Chinese population.For township governments themselves,what kind of service capabilities should they have in order to better serve the many township residents,this is an eternal topic of discussion.This article systematically expounds the connotation of the capacity of township government services from the capacity of public service provision of township governments,the ability of township government service management,the ability of township governments to support people's livelihood,and the economic development capacity of township governments.The focus is on the relationship between the provision of public services and the service capacity of township governments,ie how public services are provided by township governments,what are the contents of supply,and what are the problems relative to demand.In terms of rural public service provision,the township government has an irreplaceable position as the supply main body.Its public service supply capacity is inextricably linked with the coordinated development of urban and rural areas and the level of socialist modernization.At the same time,it also affects the interests of the grassroots.What is more important is the realization of the modernization of the national governance system and governance capabilities.However,there are still many problems in the provision of public services by township governments: shortage of fiscal funds,unbalanced investment of funds,backward construction of public service platforms,and low level of informatization,which are caused by various reasons,such as lack of awareness of public services;A series of factors such as the failure of the transformation of the functions of the township government have restricted the improvement of the public service supply capacity of the township government.Therefore,in the process of reform,the township government should focus on improving the public service capacity and work hard to build a service-oriented township.To systematically improve the existing problems of the township government,we can proceed from the following aspects: 1.Establish the correct concept of public service and strengthen the public service function of the township government.Concepts determine attitudes,result of attitudes,and establish a correct concept of public service to better guide practice.2.Fully define the functions that the township government should play in the provision of public services;make full use of government governance and social governance to provide the provision of township public services.3.The relationship between the power and the right to the realization of the right and power relations,increase the capital investment in the provision of public services,standardize the transfer payment system,clarify the power of inter-governmental affairs,and reduce the county and township fiscal expenditure responsibilities to solve these problems of the township government.The service capacity of township governments is composed of several major systems such as service provision capacity of township and township governments,service management capacity of township and township governments,capacity for ensuring rural people's livelihood,and economic development capacity of township governments.The provision of public service capacity is only one of them,and the promotion of township and township The improvement of government public service supply capacity is conducive to improving the service capacity of township governments as a whole,and is consistent with the goal of equalization of basic public services in urban and rural areas.It is also conducive to the realization of the modernization of our governance system and governance capacity.
