Letters and visits is the institutional channel for governmental agency to communicate with the general public in the framework of China's political institution. It fulfills the function of balancing the exchange of information and response in society and the whole country. As the transition of era background and the proposing of proposing of administering a country according to law, the institutional flaw in the letters and visits system has gradually emerged and became the hindrance during the legal process. Therefore, it is necessary to review and reform the system of letters and visits. The thesis first gives a review of the background and academic viewpoints of the reform of letters and visits system. On the basis of legal principles, it reveals the concept of letters and visits, its setting range, the rights and interests of letter-writers and visitors, the authority of the organization, the function and provides examples of the outstanding individuals. The thesis also uses the achievement of sociology and management to analyze the current situation, structuring setting and especially the working status of letters and visits in Shanghai Public Security Bureau. By pointing out the deficiency of current system in present social circumstances, the thesis proposed three reform modes: concentration and unity, integration, decentralization. It was further indicated that the reform of the system should take the road of legislation and then drops measures and suggestions for improving the quality of handling the letters and visits. Finally, the thesis points out that only by coordinating with the judicial system reform, the problem could be solved at root.
