Participatory Cooperation

In recent years, the reform has gradually penetrated from the domain of economy into the realm of politics. The administrative management system has displayed some bad phenomenon gradually. The relationship of the Third Sector and the Government also has exposed some contradiction. The core problem is that the Third Sector and the Government have not changed their conception, have not adjusted their role and position in the society. In order to keep a harmonious and stable development of our society, the relationship of the Third Sector and Government must be remolded so as to resume the status of the Third Sector as participant and the government as the helm. This thesis, according to some theories about the relationship of the Third Sector and Government, objectively analyses the question of our country's the relationship of the Third Sector and the Government. Under the condition of governance, government-dominant cooperative transit from society-dominant cooperative.Constructing Participatory Cooperation between the Third Sector and the Government is suitable for the Chinese national condition. Part one puts forward the research clew and methodology based on the analyses of the background, significance and present situation of the Government and the Third Sector. .Part two is a theoretical analysis of the relationship of the Third Sector and the Government, including limiting conception and features of the Third Sector.Part three demonstrates the practical value of Participatory Cooperation between the third sector of our country and the government, introduces the definition and characteristics of cooperation of participation between the Third Sector and the Government, and analyzes the importance of the construction Participatory Cooperation between the Third Sector and the Government.Part four analyzes the present situation of the relationship between the third sector and the government of our county, reviews the history process of relation between the third sector and the government. On the basis of listing the existing problems in present relationship of the Third Sector and the Government, make a detailed analysis on the reasons which lead to confusion between the third sector and the government of our country.Part five puts forward the measures for Participatory Cooperation between the third sector and the government. It points out that the Government should change their traditional ideas, set up perfect framework of law, reform management system of the Third Sector, enhance the policy support; the Third Sector should be clear about its mission, establish multiple Fund-raising channels and enhance its ability.
